Job summary

Metrolinx’s Capital Projects Group Environmental Programs and Assessment team seeks a Manager of Soil and Groundwater Quality to lead Phase 1 & 2 ESAs, soil and groundwater management, spill response, and hazmat abatement for rapid transit projects in the Greater Toronto Area.

You will supervise project managers, coordinate with regulators and stakeholders, and ensure compliance across transit construction, with in‑office and project office presence.

Qualifications

  • University degree in a related discipline such as Environmental Management, Science, Engineering or Geoscience.
  • Professional designation like P.Geo. or P.Eng. is an asset.
  • Experience with environmental site assessments and spill clean‑up.
  • Knowledge of Ontario environmental acts and regulations is highly desirable.
  • Strong leadership, communication and stakeholder liaison skills.

Responsibilities

  • Provide technical expertise on Phase 1 & 2 ESAs and soil/groundwater management.

Job description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Capital Projects Group (CPG), Environmental Programs and Assessment (EPA) team is seeking a Manager of Soil and Groundwater Quality. The Manager shall support the planning and implementation of rapid transit capital projects by providing subject matter expertise on Phase 1 & 2 Environmental Site Assessments (ESAs), environmental due diligence for property transactions, contamination management, spill clean‑up, soil management, groundwater quality and designated substances and hazardous materials (DSHM). Responsibilities also include supporting project delivery teams, third‑party coordination teams and establishing strong relationships with key external stakeholders and contracting partners. The Soil and Groundwater Quality Manager will also supervise Project Managers and project coordinators during all stages of project design and construction.

Given the collaborative and coordination‑driven nature of this work, the role is office‑based and requires consistent in‑office and project office presence.

What will I be doing?
  • Provide technical expertise and owner oversight on Phase 1 & 2 environmental site assessments, soil and groundwater management, contamination management, spill prevention, spill clean‑up and abatement of designated substances and hazardous materials.
  • Lead a group of project managers and project coordinators on the oversight and monitoring of environmental regulatory requirements to projects, particularly with respect to environmental risk, contamination, excess soil management, contamination claims, spill clean‑up and environmental compliance.
  • Support resolution of environmental issues for construction projects delivered using traditional, P3 and progressive collaborative contract models.
  • Communicate environmental policies, procedures and applicable law.
  • Liaise and maintain relationships with key external stakeholders including regulatory bodies such as MECP, municipalities and Conservation Authorities.
  • Review contract documents and reports to provide advice on environmental‑related matters.
  • Review consultant contracts (scope, schedule, budget) and ensuring adherence to contract terms and deliverables.
What Skills and Qualifications Do I Need?
  • University degree in a related discipline (Environmental Management, Environmental Science, Environmental Engineering, Geoscience, Hydrogeology).
  • A professional designation such as P.Geo., or P.Eng. is an asset.
  • Demonstrated experience and technical expertise related to environmental site assessment, environmental remediation, excess soil management, environmental oversight of transit construction projects, remediation cost estimation, environmental compliance monitoring, spill prevention measures and spill clean‑up.
  • Experience with human health and environmental risk assessment, hydrogeological assessments, dewatering discharge permits and knowledge of abatement of designated substances and hazardous materials are highly desirable.
  • Knowledge of the Ontario Environmental Protection Act, Ontario Water Resources Act and other related environmental legislation including O. Reg. 153/04 Records of Site Condition, O. Reg. 406/19 On‑Site and Excess Soil Management; O. Reg. 347 Waste Management; O. Reg. 490/09 Designated Substances.
  • Leadership experience successfully coaching, mentoring and managing a team of professionals.
  • Highly developed interpersonal, presentation, negotiation, and consensus building skills; excellent communication skills: both written and verbal.
  • Tact, diplomacy and ability to negotiate, consult with, facilitate, and liaise with stakeholders on sensitive or contentious issues.
  • Strong analytical and problem‑solving skills to manages complex project issues and risks and facilitate effective resolution.
  • Experience with projects applying Public/Private Partnership, Progressive Design‑Build, Alliance procurement modelsis an asset.
  • Must successfully complete environmental, safety and all other training required by corporate policy.
  • Willingness to travel to offices of government agencies and public information meetings, as well as Metrolinx project offices and construction sites within the GTHA as needed. A Driver’s Abstract (within the last 3 Years) will be required of the successful candidate. This role will have access to a company vehicle (Non‑Revenue Fleet Vehicle).
