Job summary

Metrolinx in Toronto is seeking a Contract Senior Property Officer to support the acquisition of property rights for Light Rail Transit projects. You will work with project teams and external partners to ensure timely access to land and compliance with policy.

Qualifications

  • University degree in Land Use Planning, Urban Land Economics, Business Administration, Communications, Architecture, Law, Engineering or related field or equivalent
  • Completion of a recognized Real Estate, Planning, Project Management designation asset
  • Demonstrated experience in negotiations, appraisal acquisitions in infrastructure/transit projects
  • Experience with Expropriations Act and Building Transit Faster Act asset
  • Strong knowledge of real estate practices, land titles, commercial leasing, appraisals, negotiations or land development

Responsibilities

  • Support project delivery teams in identification and acquisition of property for major infrastructure transit projects
  • Coordinate with internal/external stakeholders to acquire property and secure land access
  • Oversee staff and external providers in property appraisals, surveys, legal agreements and related documents
  • Monitor consultant performance, budgets, deliverables and schedules to ensure contractual compliance
  • Prepare property cost estimates and identify delivery risks with mitigation recommendations
  • Coordinate land acquisition or expropriation under policy and act, and interface with Legal Services and ministry as required
  • Collaborate with Real Estate Management on property management for new project land
  • Prepare and maintain property related reports and briefing materials for clients and executives

Our Property Acquisitions Team, within the Pre-Construction Services Division of the Capital Projects Group (CPG), is growing and looking for a Contract Senior Property Officer. The successful candidate will fill key roles in the day-to‑day activities related to Light Rail Transit (LRT) projects. They will ensure that property rights necessary for the project are acquired by Metrolinx in accordance with Ministry and Corporate guidelines. What will I be doing?

  • Support project delivery teams in the identification and acquisition of property required to implement major infrastructure transit projects

  • Coordinate and collaborate with project delivery teams, internal and external stakeholders to acquire property and secure access to land requirements

  • Oversee internal staff activities and external service providers in the delivery of property appraisals, surveys, legal agreements, reports and other property related documents

  • Monitor consultant performance, budgets, deliverables, and schedules to ensure compliance with contractual requirements and organizational expectations.

  • Provide subject matter expertise and support to project delivery teams through the preparation of property cost estimates, identification of potential delivery risks and recommendation of mitigation measures to support project delivery objectives

  • Negotiate with property owners, provide oversight on contracts /fees with consultants,

  • Coordinate acquisition of land or interests by expropriation in accordance with Corporate Policy and Procedures, the Expropriations Act and the Building Transit Faster Act, including providing support to Legal Services and interface with the Ministry of Transportation, as may be required

  • Collaborate with the internal Real Estate Management team on property management and maintenance requirements for newly acquired project related property

  • Prepare, coordinate, and maintain property related reports, briefing documents and presentation material for various client groups and senior executives

What Skills and Qualifications Do I Need?

  • Completion of a university degree in Land Use Planning, Urban Land Economics, Business Administration, Communications, Architecture, Law, Engineering or related field or a combination of education, training and experience deemed equivalent

  • Completion of a recognized Real Estate, Planning, Project Management and/or relevant professional designation would be an asset

  • Demonstrated experience in negotiations, appraisal acquisitions, ideally with experience, either in the public or private sector, working within an infrastructure/transit project environment

  • Experience with or knowledge of the Expropriations Act and Building Transit Faster Act would be an asset

  • Strong knowledge of real estate practices and principles, land titles, commercial leasing, property appraisals, negotiations, acquisitions and dispositions or land development

  • Experience with construction practices and understanding of construction documents would be an asset

  • Highly skilled in exercising tact, initiative, and resourcefulness to draft, negotiate, or amend agreements and contracts

  • Experience with various procurement methods, both traditional and non-traditional (especially P3) would be an asset

  • Exceptional analytical, problem solving, negotiation, oral/written/presentation skills
