Job summary

Metrolinx is hiring multiple Project Managers for the Capital Projects Group to lead planning, design and construction of major transit infrastructure across Ontario, including GO Expansion and UP Express developments. The role emphasizes site presence, coordination with internal teams and external partners, and ensuring projects meet schedule, budget and safety standards.

The position requires a degree in engineering or a related field, plus strong PM experience in large-scale public projects

Qualifications

• Formal education in Engineering, Architecture or related field or equivalent experience.
• Experience managing planning, design, construction and commissioning of large transit projects.
• Knowledge of railway environments, procurement (Design-Build/JV/CMAR) and budget management.
• Strong communication skills for liaising with internal and external stakeholders.
• PM/engineering certifications are assets (PMP, CET, OAA, P.Eng).

• Oversee contract compliance, changes, monthly billings and contractor performance.
• Monitor daily construction activities to meet workplans, specifications and quality.

• Interface with numerous stakeholders including municipal partners and railways, and provide status reports to leadership.
• Provide technical leadership and oversight to ensure design activities meet project targets.
• Monitor schedules, budgets and milestones and report risks and progress to the director.

Project site locations may be across several sites including Lakeshore West, Lakeshore East, Kitchener, Barrie, Richmond Hill, Stouffville, and Union Station.

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Our CPG – GO/UP is hiring multiple Project Managers to join the team! This role will provide technical expertise and administration of planning, engineering, design, and construction of transit infrastructure projects. The Project Manager will provide site presence, conduct site walks, verify progress, and document conditions. As well, assist with RFI and submittal processing and maintain workflow continuity during transition periods and supporting with documentation needs.

What will I be doing?

• Manage multiple complex projects from planning stages through construction, commissioning and closeout, consistent with corporate commitments (budget, schedule, quality, risk etc.).

• Manage contract compliance, changes, monthly billings and contractor performance throughout construction.

• Monitor and inspect daily construction activities to ensure work is completed as per workplans, specifications and quality requirements.

• Coordinate the tender and award of contracts, property requests for acquisitions, purchase orders, change orders for supply/construction contracts and addenda for consultant assignments.

• Manage projects involving effective coordination and liaison with a large number of internal and external stakeholders – including other areas of the CPG and other Metrolinx departments, municipal partners, third parties and Railways. Review consultant proposals and develop recommendations for proposed projects consistent with strategic plan and business objectives

• Support project strategies while providing technical leadership and oversight, ensuring design activities are developed and delivered to project targets.

• Implements standards and manages critical paths/milestones, by monitoring mechanisms for projects (e.g. budget, schedule, scope, quality); regularly reports to Director on project status

What Skills and Qualifications Do I Need?

• Completion of a college diploma / university degree in Engineering, Architecture or a related discipline - or a combination of relevant education, training and experience deemed equivalent.
• Demonstrated experience in project management, preferably within the public sector.
• Demonstrated experience in managing projects involving planning, design, construction, and commissioning of large scale and complex industrial, commercial, or institutional works. Relevant experience in transit facilities, heavy Railway infrastructure, bridges, structures, and related works is considered an asset.
• Demonstrated project management skills and experience to manage complex, projects under pressure to meet schedule, budget, and quality requirements.
• Knowledge of contract law, the Occupational Health & Safety Act, and construction standards and procedures applicable to operating Railway environment.
• Knowledge of procurement processes, particularly Design and Build/Joint Venture, Construction Manager at Risk would be an asset, in order to identify opportunities for improvements and cost savings, and budget management skills to plan and monitor departmental budgets.
• Interpersonal and oral/written/presentation and strong communication skills to liaise with all levels within the organization and on construction sites.
• Project Management Professional (PMP) certification; Certified Engineering Technician (CET), Licensed Architect (OAA) designations or P.Eng. designation (or partial completion) is an asset
• A valid Ontario Class G driver’s license is required to travel to various site locations regularly. Must meet and maintain the corporate standard for a good driving record.
• Project specific requirement for construction on-site presence and construction site visits (Capital Projects Group) during working hours as well as some work evenings, weekends and/or holidays may be required.

Working conditions

• This role requires frequent, regular and consistent site presence at project site locations.

• Work evenings, nights and weekends and/or holidays as necessary.

• Work outdoors in all weather conditions and at all hours of the day or night.
