Job summary

NAV CANADA is seeking a strategic leader to modernize HR operations through data governance, compliance, and process transformation across Canada. You will guide governance, payroll taxation, and a national HR administration function while championing automation with Workday and Power Platform.

Job description

We are seeking a strategic and forward-thinking leader to modernize and strengthen HR operations through data governance, compliance, process transformation, and technology enablement.

Reporting to the Director, HR Operations, you will lead the evolution of HR data governance and compliance while driving improvements in how work gets done across the organization. This role combines operational leadership with systems thinking, requiring someone who can see connections across people, processes, data, and technology to create scalable, efficient, and compliant solutions.

You will lead HR data governance, position management governance, payroll taxation compliance, and a national HR administration function, while championing automation and continuous improvement through platforms such as Workday, Microsoft Power Platform, Power BI, and related technologies.

This role plays a key part in evolving HR operations. By combining governance, technology, data, and operational leadership, you'll help create more efficient processes, stronger controls, better decision‑making, and a more seamless experience for employees, managers, and HR teams.

In this role you will:
Lead HR Data Governance & Compliance
  • Establish and evolve the organization’s HR data governance framework, standards, controls, and monitoring practices.
  • Ensure compliance with employment legislation, privacy requirements, payroll taxation regulations, and internal policies.
  • Provide strategic oversight of HR data quality, audit readiness, risk management, and compliance activities.
  • Lead investigations, remediation initiatives, and continuous improvement efforts related to HR data and processes.
Drive Transformation & Automation
  • Identify opportunities to simplify, standardize, and automate HR processes through technology and workflow redesign.
  • Partner with HR, Technology, Finance, and business leaders to improve end‑to‑end processes and reduce administrative burden.
  • Leverage Workday, Power BI, Power Automate, and other digital tools to enhance accuracy, reporting, controls, and user experience.
  • Lead HR system enhancements and process transformation initiatives that improve scalability, efficiency, and decision‑making.
  • Advance HR data maturity by improving data governance practices, data quality reporting, and data literacy.
Strengthen HR Operations
  • Provide leadership and governance for a national HR administration team supporting workforce transactions and organizational data management.
  • Establish service standards, performance measures, and quality controls that ensure a consistent employee and manager experience across Canada.
  • Oversee enterprise position management processes and governance to ensure alignment with workforce plans, organizational structures, and budget authorities.
  • Analyze data to identify trends, monitor performance, and drive operational improvements.
Lead and Develop Teams
  • Inspire and develop a team focused on governance, compliance, data quality, and operational excellence.
  • Foster a culture of accountability, innovation, continuous improvement, and collaboration.
  • Lead change initiatives and build stakeholder engagement across HR and the broader organization.
What you bring:
  • Bachelor’s degree in accounting, finance, business administration, human resources or a related field or a combination of equivalent education, training and experience. Payroll, HR, process improvement or data governance certifications would be considered an asset.
  • Five (5) years of experience leading an HR, payroll, data governance, or compliance function.
  • Demonstrated ability to design scalable solutions and think across interconnected processes, systems, and stakeholders.
  • Experience with data governance, reporting, analytics, process improvement, audit, risk management, or compliance programs.

Working Conditions:
  • This position is a hybrid position with a minimum 3 days per week on site.
  • Occasional travel required within Canada.
