Job summary

Nelnet in Mississauga, Canada, is seeking an International Payroll Lead to own country-by-country payroll evaluation (EOR/PEO/direct), build processing playbooks, and train People Operations to handle international work directly.

You will collaborate with Legal, Tax, HRIS, and Finance to define country-specific payroll requirements, privacy, and vendor relationships, while continuously optimizing the operating model.

Qualifications

• 5+ years of multi-country payroll experience including setting up payroll in a new country.
• Experience selecting and managing EOR/PEO or in-country payroll vendors.
• Experience building process documentation and training others.

Responsibilities

• Lead country onboarding assessment for new or acquired countries and determine payroll mechanism.
• Define country-specific payroll build requirements and tax treatments with relevant teams.
• Partner on tax compliance, country filings, and year-end statements; maintain playbooks.
• Define statutory leave entitlements and terms, and translate to policy.
• Own data privacy and cross-border data handling for payroll data.
• Manage vendor relationships for payroll providers and continuous performance review.
• Build and maintain processing playbooks for active countries.
• Lead and train international People Operations team members.
• Serve as escalation point for payroll issues and coverage gaps.
