Sask DLCis a Treasury Board Crown Corporation, created to deliver high-quality and equitable online learning programs to students across the province. Sask DLC’s head office is located in Kenaston, with an administrative office in Regina, and regional campuses located in Estevan, Kenaston, La Ronge, Moose Jaw, Neilburg, Nipawin, Prince Albert, Regina, Saskatoon, Swift Current and Yorkton.

Human Resources ManagerResponsibilities:

  • Reporting to the Director of Human Resources,the Human Resources Manager is responsible for managing the instructional and support staff recruitment and employment process as well as all payroll and benefits functions for the organization. The Manager oversees onboarding, employee and labour relations including performance reviews, employee leaves or professional development, and general HR support which includes the administration of employee remuneration and benefits programs.

Primary Responsibilities:

  • Proactively deliver and support human resources programs across Saskatchewan Distance Learning Centre.
  • Assist or actively create job postings, pre-employment assessments, interview guides and scheduling of interviews as required.
  • Ensures preparation of offers of employment are completed in a timely manner, monitors expiring contracts and supports new employees in organization onboarding.
  • Oversees the completion of the employee performance appraisal process.
  • Collects, organizes, analyzes and reports on workforce data as required.
  • Monitors compliance with human resource related administrative procedures, collective agreements, and programs, ensuring alignment between procedures and practice.
  • Assists in the interpretation of employment legislation and collective agreements.
  • Support staffing, classification, organization design, labour relations, compensation and payroll/benefits.
  • Identify potential risks and develop mitigation strategies based on knowledge or understanding of emerging internal and external trends and issues that have HR implications in the organization.
  • Ensures accurate verification of wages/salary in accordance with legislation and applicable agreements for each employee group using an HRIS (UKG).
  • Assists with timecard reviews by monitoring entries or approvals to ensure e mployees’ time is accurate each pay period and previous pay period adjustments are processed.
  • Ensures employees questions/concerns regarding payroll and ROE’s are responded to in a timely manner and oversees the communication to all employee groups from the HR and Payroll/Benefits Departments.
  • Establish and ensure accurate audit procedures for payroll functions .
  • Accurately interpret, reference, and explain payroll regulations, policies, acts, and procedures.
  • Manages required monthly, quarterly and annual reports from payroll for senior leadership, including reconciliations as required .
  • Oversees and ensures accurate calculation of applicable deductions and benefits for employees in accordance with legislation and applicable agreements for each employee group using an HRIS (UKG).
  • Manages processing of required remittance reports and supporting documentation for all statutory and other contractual benefits and deductions (e.g., Canada Revenue Agency, HRDC, STRP, MEPP, PEPP, etc.).
  • Ensure annual processes for payroll and benefits are completed by team including: PTO balances and carryover, pension and benefit administration, T4’s, etc.
  • Performs other duties as may be required or assigned by the Director of Human Resources.

Knowledge, Skills, and Abilities

  • Generalist HR background with strong understanding in staffing, payroll/benefits administration, compensation, organization design and labour relations.
  • Proven ability to work effectively and manage a team using excellent interpersonal, organizational, analytic, and problem-solving skills.
  • In-depth knowledge of payroll and benefit administration within an HRIS and knowledge of payroll legislation and compliance.
  • Ability to coach employees, set clear expectations, provide feedback and guidance, and hold people accountable.
  • Well-established leadership strengths with a focus on building a culture of high performance and accountability based on strong values and principles.
  • Exhibits ability to analyze and assess information, support organizational design, and facilitate or present HR policy to stakeholders and education partners.
  • Ability to input, edit, update and format information in spreadsheets, databases, and word processing software. Speed, accuracy, and attention to detail are essential.
  • Displays ability to lead projects, delegate tasks and measure success
  • Demonstrates consensus building skills; results oriented with well-developed critical thinking skills and a talent for building, developing and guiding teams;
  • Diplomatic, professional, persuasive, and tactful, with well-developed written and oral communications skills and the ability to work with and influence a variety of stakeholders.
  • Ability to work in a fast-paced environment and effectively manage high volumes of work.
  • Ability to address individuals with sensitivity and professionalism.
  • Effective time management skills with the ability to prioritize work.
  • Demonstrated attention to detail and ensures accuracy of own work.
  • Proficient in the operation of computers, HR software, Microsoft Office suite and other web-based applications.
  • Ability to manage confidential material and maintain staff and/or student privacy.

Education and Experience

  • Bachelor’s degree specializing in human resource management.
  • Significant (typically 10+ years) experience as a human resource generalist;and/or an equivalent combination of education and work experience will be considered.
  • CPHR or IPMA-CP/CS or equivalent designation would be considered an asset.

Employment Conditions

  • Typical core office hours (8:00 a.m. to 5:00 p.m.) Monday to Friday.
