Job summary

JOB DESCRIPTION: Human Resources Manager

SALARY RANGE: $68, 000 - $ 76, 478

REPORTING TO: Executive Director

POSITION SUMMARY:

The Human Resources Manager is accountable to the Executive Director and responsible for managing all Human Resources functions including staff recruitment and retention, labour relations, performance management and the development of HR policies and procedures.

QUALIFICATIONS:

  • Degree in Human Resource Management
  • Minimum of two year’s previous related experience in a unionized workplace
  • Criminal Reference Check with Vulnerable Sectors Screening
  • Valid Class G driver’s license with acceptable driving record and reliable vehicle
  • CHRP is an asset

DUTIES AND RESPONSIBILITIES:

Human Resource Management

  • Lead the recruitment, selection, orientation, and evaluation ofstaff, students and volunteers.
  • Manages and reports on the exit interview process.
  • Administers the health benefit program
  • Administers the wellness spending program
  • Administers the Long Term Disability Plan with employees.
  • Develops, recommends and implements the employee performance system and ensures that systems are monitored, trends are identified and recommendations are made for improvement or modification.
  • Management of the labour relations function, including the grievance process, collective bargaining negotiations and daily operational employer/union interactions to develop and maintain productive relations.
  • Facilitates the arbitration process
  • Conducts internal investigations and coordinate external investigations
  • Acts as a resource for management staff, providing advice regarding employee relations and performance management, staffing and continuous improvement.
  • Acts as a resource for unionized staff, providing advice and counsel.
  • Ensures the provision of appropriate training for employees.
  • Assists with the processing of payroll.

Administration

  • Prepares all contracts and letters of employment for new employees ensuring consistent application of salary administration and completion of all required documentation.
  • Completes monthly employee statistics.
  • Produces quarterly reports on recruitment, retention and exit survey trends.
  • Develops and implements HR policies and procedures.
  • Liaises with managers to interpret policy and ensure consistent application.
  • Manage grievances.
  • Oversees Accreditation Guidelines within designated programs
  • Manages employment statistics for Management personnel
  • Prepares and reports on HR issues and trends to theBoard of Directors.
  • Maintain relationships with colleges and universities and manages all student placement opportunities.
  • Supervises Human Resources Student(s) as applicable.
  • Represents the agency at Job Fairs.

PROFESSIONAL DEVELOPMENT:

  • In conjunction with the Executive Director, complete a performance evaluation on an annual basis.
  • Develops and delivers presentations or staff training on HR matters to managers and staff as needed.
  • Attends and participates in management meetings.
  • Attends professional development opportunities recommended by the Executive Director to enhance overall knowledge and performance.

WORKING CONDITIONS:

  • Work is generally performed in the office and various program settings
  • Work hours are flexible as arranged with the Executive Director
  • Occasional evening work may be required
  • Requirement to drive on occasion
