Job summary

Qualifications

  • Bachelor's degree in Human Resources, Business Administration, or a related field is required or an equivalent combination of education and experience.
  • Minimum 3-5 years of progressive Human Resources experience with demonstrated employee and labour relations exposure.
  • Experience supporting workplace investigations and employee relations matters.
  • Experience interpreting and applying collective agreements and employment legislation.
  • Working knowledge of BC Human Rights Code, Employment Standards Act, Labour Relations Code, Workers Compensation Act, Occupational Health and Safety Regulations, and privacy legislation.

Responsibilities

  • Lead workplace investigations by gathering information, interviewing, documenting, and drafting reports and outcome letters.
  • Assist in administering collective agreements and grievance processes, including documentation and meeting preparation.
  • Support resolution of employee concerns and promote respectful workplace practices.
  • Maintain confidentiality and exercise sound judgment on sensitive HR matters.
  • Monitor trends in employee and labour relations and recommend HR practice improvements.

Job description

Reporting to the Director, Human Resources & Labour Relations, the Human Resources Advisor is a trusted partner providing strategic and operational human resources guidance across PHS Community Services Society. Working in a complex unionized environment, the Advisor collaborates with managers, employees, and representatives of CUPE Local 5536 to foster positive labour-management relationships and ensure the consistent interpretation and application of the collective agreement, organizational policies, and employment legislation.

The Advisor provides guidance on employee and labour relations matters, including performance management, attendance management, workplace accommodations, conflict resolution, disciplinary processes, and leads workplace investigations. The role supports managers in resolving workplace issues while promoting fair, respectful, inclusive, and legally compliant people practices that align with organizational values and operational objectives.

Working collaboratively with the Senior Manager, Labour Relations and other members of the Human Resources team, the Advisor supports labour relations activities by conducting research, preparing documentation, interpreting collective agreement provisions, and providing guidance on employment legislation, organizational policies, and labour relations processes.

This role has access to highly sensitive and confidential employee information, including personnel files, performance documentation, workplace incident and investigation records, and other Human Resources information. The incumbent must exercise sound judgment, discretion, and professionalism while ensuring compliance with privacy legislation, organizational policies, and ethical standards.

KEY RESPONSIBILITIES

The job includes, but is not limited to, the following:

  • Provides advice and guidance to managers on employee and labour relations matters, including performance management, attendance, workplace conflict, accommodations, progressive discipline, and the interpretation and application of organizational policies, collective agreements, and employment legislation.
  • Leads workplace investigations by gathering information, conducting interviews, preparing documentation, and drafting reports, findings and outcome letters.
  • Under the direction of the Senior Manager, Labour Relations, supports the administration of collective agreements and grievance processes, including documentation, fact-finding, meeting preparation, and participation in labour-management meetings, as required.
  • Assists in resolving employee concerns and promotes respectful workplace practices that support employee engagement and positive working relationships.
  • Maintains confidentiality and exercises sound judgment when handling sensitive employee and labour relations matters.
  • Monitors employee and labour relations trends and recommends improvements to HR practices that reduce organizational risk.
  • Participates in labour-management meetings and supports employee and labour relations initiatives as required.
  • Builds collaborative relationships with managers, employees, union representatives, and HR team members.
  • Manages the coordination and delivery of on-boarding training for newly hired employees and other staff as required, in collaboration with the management team.
  • Contributes to the development and implementation of HR policies, programs, and procedures.
  • Supports organizational initiatives that promote employee engagement, inclusion, and continuous improvement.
  • Shares HR knowledge and contributes to consistent HR practices across the organization.
  • Supports recruitment, onboarding, and employee development activities in partnership with managers and the HR team.
  • Assists with workforce planning, job description reviews, and employee retention initiatives.
  • Collaborates with Disability Management Advisors to support accommodation, attendance management, and return-to-work processes.
  • Facilitates and participates in all-parties meetings involving employees, managers, union representatives, and other stakeholders as required.
  • Ensures adherence to accreditation, regulatory, and safety standards are met at all times (Health Canada, WorkSafe BC, Criminal Record Checks, etc.)
  • Performs other related duties as assigned.
QUALIFICATIONS / EXPERIENCE
  • Bachelor's degree in Human Resources, Business Administration, or a related field, or an equivalent combination of education and experience.
  • CPHR designation is an asset.
  • Minimum 3-5 years of progressive Human Resources experience, with demonstrated experience in employee and labour relations.
  • Experience supporting workplace investigations and employee relations matters.
  • Experience interpreting and applying collective agreements and employment legislation.
  • Working knowledge of the BC Human Rights Code, Employment Standards Act, Labour Relations Code, Workers Compensation Act, Occupational Health and Safety Regulations, and privacy legislation.
  • Strong interpersonal, communication, conflict resolution, and problem-solving skills.
  • Ability to build effective working relationships with managers, employees, and union representatives.
  • Proficiency with HRIS systems and Microsoft Office applications.
  • Strong organizational skills with the ability to manage multiple priorities and maintain confidentiality.
  • Experience in the non-profit, healthcare, community development, or social services sector is an asset.

TERMS OF EMPLOYMENT

Job Type: Permanent, full-time.

Salary: $73,000-$84,000 depending on experience

Schedule: Monday-Friday, 9am - 5pm in office.
