Overview

PLEA Community Services is currently seeking a Temporary Full-Time HR Administrator for our Human Resources team located in Vancouver, BC. This temporary contract is proposed to start as soon as possible and end upon the return of the incumbent, with a projected end date in September 2027 and possibility of extension. This position is excluded from BCGEU membership.

The HR Administrator ensures employee personnel files are in compliance, creates job postings, manages the agency’s HRIS and Applicant Tracking System (ATS), and builds a talented candidate pool through oversight of the student program. This position acts as a key partner with the other members of the HR team to support the daily operations of the HR department.

This position will remain open until filled.

Hours of Work

Hours of Work: The usual hours of work in this position are Monday to Friday from 8:30AM to 4:30PM, based on 37.5 working hours per week. Occasional evenings and weekends may be required to meet departmental needs.

What You Will Do
Recruitment
  • Prepare and post job vacancies. Provide subject matter expertise to hiring managers on the job posting process and requirements. Participate in recruiting events and assists the department in the completion of its recruitment activities. Support the development of creative recruitment marketing campaigns and oversee the agency’s presence on job board platforms.
  • Support the HR team in the coordination of background screening, preboarding, and onboarding activities for candidates. Facilitate HR orientation sessions as required.
  • Administer the agency’s student programs. Act as the first point of contact for students seeking placements at PLEA. Build partnerships with educational institutions and build connections with students to create a talented candidate pool for the agency.
  • Ensure employee personnel files are consistently in compliance with internal and external requirements (e.g., Collective Agreement, accrediting bodies, funding agreements, licensing conditions and applicable legislation and regulations). Track the expiration of documents and follow up with employees and/or management to ensure paperwork is submitted on time.
HR Projects
  • Coordinate the agency’s response to employment milestones and life events (e.g., long service awards and birthdays).
  • Complete projects and initiatives within the department’s strategic plan. Design and prepare materials for the department’s activities and projects.
  • Work collaboratively with other members of the team to execute the daily operations of the HR department.
  • Implement and maintain HR policy and procedures.
Data and Documentation
  • Ensure that HR filing systems, records, and folders are current, accurate, organized and in compliance with established protocols, legislation, and accreditation standards. Maintain the agency’s HRIS and ATS.
  • Develop systems to track HR metrics. Collect HR data and prepare regular and on-demand reports.
Administrative Support
  • Complete a variety of related support tasks for the CHRO as necessary.
  • Provide general administrative support to the HR department, including receiving and distributing mail, processing HR team expenses, and ordering supplies as needed. Provide backfill coverage for other members of the team as required.
  • Protect and uphold confidentiality.
  • Perform other related duties as required.

  • Knowledge of Microsoft Office suite, database systems, talent-search platforms, applicant tracking systems and web-based conferencing tools.
  • Knowledge of labour and employment laws, including, but not limited to Employment Standards, Human Rights Code, Labour/Employee Relations.

  • Must possess and maintain a valid Class 5 BC Driver's Licence and suitable driver's abstract/claims history.
  • Must have access to a personal vehicle for work-related travel. This position requires travel in the Lower Mainland and the Fraser Valley.
  • Documentation that the applicant is legally authorized to work on an ongoing basis in Canada.
