Job summary

Selkirk College is seeking a Human Resources Advisor who will administer and deliver HR programming in alignment with the College's Strategic Plan. The role collaborates with the HR Manager and leadership to support organizational goals across campuses.

Key duties include policy implementation, employee relations, bargaining support, and reporting. A Bachelor’s in HR or Business is expected, with 3–5 years’ HR experience, including union context.

Qualifications

  • 3-5 years’ experience in Human resources, preferably in a unionized environment.
  • Public sector experience is an asset.
  • Experience in coaching and advising; strong influencing skills.
  • Ability to interpret collective agreement language and apply best practices in HR.
  • Experience in facilitating and collaborating in group settings.
  • Experience in change management initiatives.

Responsibilities

  • Promotes HR programs and measures for a safe, engaged work environment.
  • Develops and maintains policies and procedures to support equity and compliance.
  • Advises on disciplinary processes and bargaining preparations.
  • Supports planning and reporting for the HR operational plan.
  • Administers policies and collective agreements and represents the College in grievances.
  • Provides advice on labour relations and HR regulations to faculty and staff.
  • Maintains union-management relationships and supports HR data dissemination.

Job description

Reporting to the Human Resources Manager, the Human Resources Advisor is responsible for the administration and delivery of human resources programming and initiatives as required at Selkirk College. This position works closely with the Manager of Human Resources, Human Resources team and leadership to support the organization in alignment with the College's Strategic Plan.

Main Duties and Responsibilities
  • Identifies and implements Human Resources practices that meet Colleges strategic goals with innovative approaches and a continuous improvement mindset.
  • Promotes and works with members of the College and community on Human Resources programs, strategies, and measures to ensure a safe and engaged work environment in alignment with applicable policy and legislation.
  • Participates in the design, development and implementation of College-wide compliance policies and procedures and supporting resources to ensure a diverse, inclusive and equitable work and study environment for employees and students.
  • Advises and participates in the progressive discipline process as required.
  • Participates in and contributes to college-wide planning and initiatives; develops and maintains reporting required under applicable policies.
  • Administers policies and collective agreements including representing the College in the grievance process and preparation for bargaining.
  • Advises to College community regarding content and interpretation of collective agreements, policies, legislation, and protocols within the College.
  • Promotes effective job evaluation, professional development opportunities, and awareness of recognition/rewards initiatives for all employee groups; works with stakeholders to ensure ongoing promotion and training.
  • Mediates discussions between employer and employee representatives in attempt to reconcile differences.
  • Investigates and evaluates workplace complaints or arguments to determine viability.
  • Contributes to the overall planning and administration of the Human Resources Operational Plan.
  • Provides advice to faculty, staff and administrators regarding labour and employee relations.
  • Assists Executive Director and Manager in matters effecting the College including matters pertaining to Employment Standards Branch and Human Rights.
  • Effectively deals with disputes arising as a result of interpretation of collective agreements and excluded staff policies.
  • Provides support for Labour/Management Committees as required.
  • Undertakes a leadership role in maintaining effective union and management relationships across the College, working with union representatives to resolve problems collaboratively and effectively.
  • Provides information and data to support to the Executive Director and Manager Human Resources; attends provincial and local committees, task forces, advisory committees as assigned.
  • Disseminates information with others in the College in regard to potential or emerging issues, concerns and opportunities.
  • Advises the Executive Director and Manager Human Resources about labor/human resource-related developments and trends that may have an impact on the College, the President, or the Board, both immediately and in the future.
Skills, Knowledge, and Abilities
  • 3-5 years’ experience in Human resources preferably in a unionized environment.
  • Experience in the public sector considered an asset.
  • Experience in coaching and advising; strong influencing skills.
  • Ability to interpret collective agreement language and apply best practices in the Human Resources field.
  • Experience in facilitating and collaborating in group settings.
  • Experience in change management initiatives.
Education and Experience
  • Bachelor degree or diploma in Human Resources or Business Management, or other relevant combination of education and experience will be considered; coaching certification and/or experience considered an asset.
  • Ability to travel to multiple campus locations as required.

This is a temporary, full-time (100%) leave replacement position commencing as soon as possible and ending February 26, 2027, or upon the return of the incumbent. Salary and benefits are in accordance with the Administrative Staff and Benefit Program. Based on qualifications and experience, the compensation is in accordance with the Exempt Compensation Framework which is aligned with Selkirk's compensation philosophy. As such, the position will be placed on Grid Level 8 between the minimum and control/mid-point ($76,023.00 - $101,364.00).
