GENERAL ACCOUNTABILITY

Accountable for the administration and interpretation of Industrial Relations policies of the Corporation including the provision of guidance and consulting with managers in all matters related to the Collective Agreement and employee relations. This position is accountable for timely and accurate ongoing transactions between the company and the union and for researching, analyzing, developing, communicating and implementing Industrial Relations policies & strategies.

Specific Accountabilities
  • Ensures effective negotiation of the Collective Agreements and related matters through development of SaskTel's bargaining position and strategy, research and investigation of bargaining information and data to substantiate the Company's position, analysis and comparison of contract proposals, development of contract language and direction of proper activity for implementation of the terms of settlement. Ensure that managers are informed of new language, the interpretation and appropriate administration of changes made to the Collective Agreements.
  • Accountable for the on-going administration of SaskTel industrial relations ensuring that all Managers are aware of and adhere to the Collective Agreements and legislative requirements, including Labour Law and Human Rights legislation in a multi-jurisdictional environment. Provides accurate and timely consultation/advice to all levels of management regarding the interpretation and application of the Collective Agreement and applicable legislation.
  • Accountable for the timely and effective resolution of grievances at all stages of the grievance procedure by conducting investigations and consulting with managers in the handling of grievances. Accountable for the development and preparation of written responses to grievances for senior management and the Executive. Ensures that grievances are dealt with consistently across all departments. Prepare grievance reports and recommendations for use at the final step of grievance procedure.
  • Accountable to ensure that discipline is administered in a fair and consistent manner across all departments in the Company.
  • Accountable for timely and accurate preparation for Arbitration hearings including gathering evidence and preparation of witnesses in order to optimize the Company's position in the case put forward. Provides strategic operational perspective and analysis to legal counsel throughout the arbitration process.
  • Accountable for the review and analysis of new labour legislation, regulation and policies and the initiation and development of corporate policies to ensure compliance.
  • Develops proposals, policies and/or agreements applicable to emerging issues that impact employer/employee relations, through investigation and analysis of jurisprudence and legislation. Ensures that the Collective Agreements and corporate policies comply with legislation by keeping well informed of provincial and federal laws.
  • Liaises with Industrial Relations practitioners and resource people in industry, government and labour circles to ensure SaskTel is aware of and responsive to emerging trends and utilizing current procedures, guidelines and best practices in industrial relations management.
  • Facilitates joint union/management committees as required and co-facilitates the internal Industrial Relations training course. Provide ongoing training and support to management in understanding grievance handling, discipline and interpreting the Collective Agreements.
  • Manages the process for redeployment/placement of surplus employees. Ensures proper notification to the Union, monitors vacancies and negotiates with managers the placement of surplus employees. Monitors all employees on wage maintenance and facilitates the recall of employees to minimize wage maintenance costs.
Qualifications
  • Degree, diploma or certificate in Business Admin/Commerce OR an equivalent combination of education and related work experience with knowledge of Industrial Relations/Human Resources management.
  • Thorough knowledge of corporate operations, classifications and departmental interrelationships.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal, influencing, negotiating and public speaking skills.
  • Previous experience with project research, report writing and statistical research and analysis.
  • Proficient in the use of a personal computer and a variety of applications.

  • Oversees financial activities within area of responsibility. Creates and/or monitors annual operating and capital budgets, keeping tabs on budget adherence, and taking necessary actions to address budget variances.
  • Responsible for negotiation, execution and/or enforcement of contracts for obtaining goods and services related to the area of responsibility.
  • Accountable for proactively identifying, inspiring, and acting on opportunities to innovate and drive process improvements, develop growth initiatives, and improve revenue and/or reduce costs. Driving valuable customer experiences and employee engagement, improving sustainability, and demonstrates commitment to the communities that we serve.
