The Minnesota Department of Human Services seeks a Senior Grants Specialist to direct all phases of grant administration, budgeting, and contracting for the Office of Medicaid Medical Director. This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. This position provides direction and coordination for all phases of grants, supports internal payment controls, and manages and monitors grant budgets and related requests for funding across the Office of the Medicaid Medical Director. This includes developing grant administration training sessions with community and clinical partners to advance equitable grant making procedures; developing financial reporting systems; monitoring compliance of grantees; and evaluating policies and procedures for grant administration ensuring alignment between state and federal procurement laws. This position leads all fiscal and contracting administrative duties for the following: grants, contracts, interagency agreements, joint power agreements, and federal budget amendments and continuation of funding and carryover requests. In doing so, they manage complex decisions with heavy communication between Division and Agency-level fiscal, budget, and grants and allocations staff as well as with CMS project officers and grants management specialists. This position oversees the funds appropriated by legislature for HR 1 implementation (approximately $2 million annually).
Two years experience with budget development, cost allocation, financial risk assessment, performance monitoring, and/or compliance systems.
