The State of Minnesota is seeking a Management Analyst 1 to provide systems support for the Department of Administration’s HR division and clients. Responsibilities include administering HR systems such as SEMA4, securing reporting tools like OBIEE, and supporting training platforms (ELM, LinkedIn Learning) by creating courses and managing enrollments.
Additional duties include managing communications, overseeing FileNet, supporting TEAMS and SharePoint, and serving as payroll backup.

This position provides systems support for the Department of Administration’s Human Resources Division and its clients. Responsibilities include administering and managing security for HR systems such as SEMA4; designing, supporting, and maintaining security for reporting systems such as OBIEE; and supporting training systems (ELM and LinkedIn Learning) by creating courses, managing enrollments, and administering system security. The position also manages mass employee communication tools, including Outlook distribution lists and GovDelivery.
Additional responsibilities include overseeing the design, support, and administration of the FileNet documentation management system, including workflow and file structure design, and maintaining the HR division’s TEAMS and SharePoint sites. The position also serves as backup for payroll administration, assists with payroll auditing, creates and updates organizational charts, administers LinkedIn Learning licenses, and manages security for UI accounts.
This position has access to labor relations information as defined in M.S. 13.37; participates in meetings where state labor negotiation proposals are discussed; and will have access to agency strike plans.
This position is eligible for a hybrid telework arrangement and requires being onsite at least 50% of the time. Additional onsite attendance may be required by management to meet business needs. A telework agreement must be completed. Please review the Telework Policy for details.
