Job summary

Cowichan Valley Regional District is seeking an Engineering Assistant in the Utilities Division of the Operations Department. The role provides administrative and technical support, including data management, records updates, and infrastructure monitoring.

The position is temporary for up to two years and requires a range of certifications and a driver’s license. Work hours are 35 per week, with potential evenings and weekends, and the wage rate is set by the CUPE collective agreement.

Qualifications

  • Secondary School Graduation plus post-secondary coursework in either environmental science, water/wastewater operations, engineering technology, data management, asset management, or related administrative/technical fields.
  • Four (4) years of administrative and/or technical support experience in utilities, engineering, water/wastewater or public works.
  • EOCP Operator-in-Training (OIT) certification is considered an asset.
  • WHMIS certificate and First Aid Level 1 with CPR C are required, valid Class 5 driver’s license; additional certifications are assets.

Responsibilities

  • Provide administrative and technical support for the Utilities Division, including data input, record keeping, and asset inventories.
  • Assist in planning, operation, and management of utilities infrastructure, including water, wastewater, stormwater, and streetlighting systems.
  • Draft correspondence and support financial processes related to the division.

Education

Secondary School Graduation plus post-secondary coursework in environmental science / water/wastewater operations / engineering technology / data management / asset management
Four years of administrative / technical support experience

Located on Vancouver Island just 50 km north of Victoria and 30 km south of Nanaimo, the Cowichan Valley Regional District (CVRD) is in the ancestral and unceded territories of First Nations including the Quw'utsun, Malahat, Ts'uubaa-asatx, Halalt, Penelakut, Stz'uminus, Lyackson, Pauquachin, Ditidaht, and Pacheedaht Nations. Local First Nations Peoples have stewarded the lands, waters, plants, and animals of this region since beyond time immemorial. The CVRD provides a wide range of local government services to a population of 95,000. The picturesque Cowichan Valley offers a warm climate and numerous parks, recreational, cultural, and social opportunities such as majestic mountains, the rugged West Coast Trail, serene lakes, and one of the world’s tallest free-standing timber rail trestles.

The Cowichan Valley Regional District is now accepting applications from prospective candidates for the temporary (two year) full time position of Engineering Assistant in the Utilities Division of the Operations Department.

General Information
Reporting to the Senior Manager - Utilities, the Engineering Assistant provides a combination of specialized administrative and technical support services for the Utilities Division. This role is responsible for performing a wide variety of tasks that assist in the planning, operation, and management of utilities infrastructure, including water, wastewater, stormwater, and streetlighting systems. Work includes responding to routine inquiries, processing applications, as well as the operational monitoring, collection and input of data. The Engineering Assistant drafts correspondence, assists in maintaining and updating records/asset inventories and provides financial support services.

  • Secondary School Graduation plus completion of post-secondary coursework in either environmental science, water/wastewater operations, engineering technology, data management, asset management, or related administrative/technical fields.
  • Four (4) years of administrative and/or technical support experience in either a utilities, engineering, water/wastewater, or public works environment.
  • Experience with field sampling or meter reading is considered an asset.
  • WHMIS Certificate – provided by employer
  • Valid First Aid Level 1 with CPR C
  • Valid Class 5 Drivers’ License
  • EOCP Operator-in-Training (OIT) certification is considered an asset.

An equivalent combination of education, training and experience may be considered.

Hours of Work: Guaranteed 35 hours of work per week, Monday to Friday, 8:30 a.m. to 4:30 p.m., and eligible for flex time. This position may be required to attend some evening and weekend meetings.
Please note this position is not eligible for Work-From-Home consideration.

Salary: Wage rate in 2 steps as per the Collective Agreement between the CVRD and CUPE Local 358,$41.15- $42.40 per hour (2026 rates). Benefits are included as per the CUPE Collective Agreement.
