The City of Victoria is hiring a Utility Operations Coordinator to play a key role in maintaining and improving the infrastructure that delivers safe and reliable water, wastewater, and stormwater services to our community. In this technical and collaborative position, you’ll help plan maintenance programs, analyze utility data, support asset management initiatives, and coordinate work that keeps essential services operating efficiently.

You’ll work closely with operations staff, engineers, contractors, and the public to develop practical solutions, support long-term infrastructure planning, and contribute to the sustainable management of critical municipal assets.

POSITION FUNCTION

Provide technical direction, input and support for the water distribution, sanitary and storm sewer collection systems through inspections, condition assessment, rehabilitation, and lifecycle analysis with an asset and maintenance management focus.

KEY DUTIES
  • Administer a maintenance management program to aid in the rehabilitation of water distribution, sanitary and storm sewer collection infrastructure; analyse utility records and SCADA information to aid in the planning and scheduling of the preventative maintenance program; perform data analysis, model updating, and infrastructure planning and costing as related to maintenance and lifecycle of the infrastructure.
  • Prepare, maintain, and manage databases related to assetdata and assist in the development of long‑term asset strategies for the ongoing maintenance and operations of utilities, rehabilitation and replacement requirements of water distribution, sanitary and stormwater collection systems.
  • Provide work direction to maintenance staff to ensure program schedules, performance and safety standards are met; Maintain and review schedules and work orders as related to the utility’s maintenance operations; provide employee training and input to employee appraisals.
  • Verify and maintain electronic records through creating and maintaining customer service records, inspection reports and work orders. Undertake field surveys, inspections and data collection assignments to maintain the benchmarking program in conjunction with the Canadian Infrastructure Benchmarking Initiative. Prepare asset and maintenance condition reports; prepare digital maps and drawingsfor operations staff to perform their functions.
  • Assists with developing, prioritizing, cost estimating and defining the scope of maintenance programs including administration of contracts and awarding tenders; provides support and input in determining necessary upgrades to water distribution, sanitary and storm sewer collection systems; liaise with Engineering in the development and support of GIS/Asset Managementand utility planning; assists with enquiries, complaints and provides technical information and advice to staff, the public, contractors and other Municipalities and outside agencies as required; Assist with standard job procedure and emergency response procedure review and their development as required.

KEY SKILLS AND ABILITIES
  • Organize and prioritize work.
  • Understand and apply the principles, methods and techniques of civil engineering planning (including modelling), design, infrastructure maintenance, and asset management relative to water distribution, sanitary and storm sewer collections systems.
  • Advanced knowledge and experience with current City digital tools and related specialty software.

QUALIFICATIONS

Formal Education, Training and Occupational Certification:

  • Technical School Diploma in Civil Engineering Technology. (2 years)
  • Contract Administrator course (MMCD) (16 hours).
  • Eligible for membership with ASTTBC.
  • Experience with ArcGIS would be considered an asset.
  • Current and valid Class 5 BC Driver’s License.
EXPERIENCE

4 years of related experience including contract administration and asset/maintenance management or an equivalent combination of education and experience.

OTHER
