Job summary

City of Vancouver is seeking an Engineering Assistant III to support Street Use Management programs, including Public Bike Share, e-scooters, and patios. You will read drawings, perform field observations, and develop AutoCAD designs while coordinating permits and producing routine reports.

Ideal candidates have Grade 12 with civil tech studies, strong communication, and the ability to work with GIS tools. This temporary role offers hybrid work options within Vancouver's engineering services.

Qualifications

  • Completion of Grade 12 supplemented with Civil Engineering Technology coursework or equivalent.

Responsibilities

  • Review drawings, field observations, and studies relating to permits and development applications.
  • Develop moderate to high complexity geometry and sign/paint designs using AutoCAD.
  • Produce reports, statistics and maintain project records for Street Use Management.
  • Coordinate permits, installations and operational processes for branch programs.
  • Prepare summaries and assist in Council reports and technical studies.
  • Perform site inspections, take measurements, and document findings.
  • Educate businesses on bylaws and program regulations through written and direct engagement.

Main Purpose and Function

The Engineering Assistant III performs a variety of technical, supervisory, outreach, and administrative duties primarily to support the various programs managed within the Street Use Management Branch. These programs include Public Bike Share, Shared E-Scooter, street vending, patios and merchandise display programs, among others.


Specific Duties/Responsibilities


  • Reviews and interprets engineering and architectural drawings, field observations, and studies related to permits, licensed uses, and development applications as they relate to programs within the Street Use Management Branch.

  • Develops geometric and sign/paint designs of moderate or higher complexity using AutoCAD according to design standards and principles.

  • Produces and maintains reports, statistics and accurate records related to projects and programs within Street Use Management.

  • Coordinates preparation, installation and operational processes including tracking and issuing permits for Branch projects and programs.

  • Undertakes research and analyzes data, and provides summary reports and recommendations including, assisting in preparing Council reports presentations and technical studies.

  • Performs inspections and field work (taking accurate measurements, detailed notes and clear pictures) for site inspections and construction reviews.

  • Educates business about bylaws and program regulations through written correspondence and direct engagement with businesses, individuals.

  • Develops and maintains relationships, and communicates verbally and in writing with the public, community groups, stakeholders, internal departments and senior staff.

  • Assists and participates in project related public and stakeholder meetings and events; organizing and sometimes leading meetings with internal and external stakeholders.

  • Creates maps, graphics, and presentations for public meetings, website content, and internal communication, including work with GIS software and graphic programs.

  • Oversees the work of junior staff.

  • Performs other duties/responsibilities as assigned.


Education and Experience:



  • Completion of Grade 12 supplemented with courses in Civil Engineering Technology or other equivalent area of study, plus sound related experience, or an equivalent combination of training/experience.


Knowledge, Skills and Abilities:



  • Sound knowledge of current transportation engineering design principles and methods.

  • Working knowledge of the City's public space and transportation policies and regulations, community planning processes and land use policy would be an asset. Knowledge of strategic plans including Corporate Plan, Engineering Strategic Plan, Greenest City Action Plan, Climate Emergency Action Plan, and Transportation 2040.

  • Strong research and investigation skills; demonstrated ability to summarize data in an accurate written format; assist in the preparation of a variety of technical reports.

  • Demonstrated organizational skills.

  • Proven excellent written and verbal communication skills; the ability to provide accurate and thorough information to the public; and a proven ability to deal tactfully, patiently and effectively with the public.

  • Strong interpersonal skills in establishing and maintaining cooperative and effective working relationships with staff and stakeholders.

  • Ability to problem solve in a technical environment.

  • Ability to read and interpret engineering and architectural drawings.

  • Ability to work with relevant design guidelines and regulations including international guides.

  • Ability to work in a team environment with little or no supervision and meet tight time lines in a multitask environment.

  • Ability to perform a variety of clerical tasks related to municipal engineering work.

  • Ability to work outdoors in inclement weather.

  • Proficient in the use of software applications and databases such as MS Office, AutoCAD, POSSE, and SAP.

  • Ability to meet transportation requirements.


Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
