Job summary

BC Hydro in Nanaimo DO is hiring a Distribution Maintenance Analyst for a permanent, full-time role. You will develop detailed work plans, manage budgets and schedules, and coordinate with partners to ensure project delivery aligns with BCH standards.

A strong background in distribution maintenance and program management is required, with CAPM or related certifications advantageous. You will support contracts, oversee data quality, and assist management in planning and forecasting to sustain

Qualifications

• Certificate in a related technical field plus two years of distribution maintenance and program management experience.
• Alternative: Certificate in Business Administration plus CAPM and Electric Utility Fundamentals with three years of experience.
• Must hold a valid Class 5 Driver’s Licence and, if applicable, Inspector Certification is a plus.

Responsibilities

• Prepare detailed work plans supporting annual O&M and Capital plans with work packages and estimates.
• Coordinate work orders, allocate work to delivery partners and schedule activities per budget.
• Support contract management with scope, milestones, and reporting requirements.
• Provide technical advice to contract managers and field inspectors for quality control.
• Monitor data quality and support change accounting for BCH assets across systems.
• Assist annual work plan preparations, delivery strategies, and materials forecasting.
• Maintain relationships with delivery partners and provide enterprise application support.
• Communicate with stakeholders on distribution maintenance and asset replacement programs.

• The candidate will be responsible for preparing detailed work plans in support of the annual Distribution O&M and Capital investment plans, including creating and coordinating work packages and associated work orders, planning job requirements such as estimates and material requirements for budget preparation, allocating work to delivery partners based on business rules and annual budgets, and scheduling work to meet program requirements.
• The candidate will support contract management in preparing contracts by providing job requirements specifications, including scope, schedule, milestones, and reporting requirements, provide technical advice to contract managers and field inspectors on verifying completed work to ensure BCH standards and work completion procedures are met, and review work for quality and adherence to standards, including completed work packages, to assist contract managers with non-conformance and invoice issues.
• The candidate will be responsible for working closely with and supporting program managers, asset managers, contract managers and operations support staff in the ongoing management of the work, progressing work from initiation through completion and providing analytical support to identify work statuses, unit costs, progress and issues with the delivery of the work, such as variance analysis.
• The candidate will be responsible for monitoring data quality to support effective processing of work and accurate accounting of changes to BCH assets across enterprise and stand-alone software applications, identifying data quality issues, recommending corrective action plans to program management, and executing and expediting assigned corrective action plans.
• The candidate will be responsible for supporting managers with annual work plan preparations, delivery strategies, and materials forecasting by providing information regarding the number of units and standard unit cost.
• The candidate will be responsible for identifying and resolving issues related to the processing of work by building and maintaining relationships with delivery partners and providing expertise on the standards and systems utilized to process work.
• The candidate will be responsible for providing formal and informal “how to” support to delivery partners who use enterprise and stand-alone software applications to manage the work.
• The candidate must maintain communication with stakeholders regarding distribution maintenance and capital asset replacement programs by addressing ad-hoc requests under the guidance of program management.
• The candidate will be responsible for performing minor duties related to the above duties that do not affect the rating of the job.

Job Requirements

• The candidate must have a certificate in a related technical field of study, such as Power Engineering – General Program or Electrical Foundation, plus two (2) years of cumulative experience in distribution maintenance, program management, electrical distribution design, field line work execution, maintenance planning, program administration, purchasing, tendering, and work contract administration.
• The candidate will be considered an asset if they have completed Internal BC Hydro Distribution Field Inspection (DFI) modules.

OR

• The candidate must have a Certificate in Business Administration from a recognized institution or Certified Associate in Project Management (CAPM) Certification from the Project Management Institute (PMI), plus an Electric Utility Fundamentals course, and three (3) years of experience in distribution maintenance, program management, electrical distribution design, field line work execution, maintenance planning, program administration, purchasing, tendering, and work contract administration, including a minimum of two (2) years of experience in distribution maintenance, electrical distribution design, field line work execution, and maintenance planning.
• The candidate must complete the Internal BC Hydro Distribution Field Inspection (DFI) modules within one (1) year of hire.
• The candidate must hold a valid Class 5 Driver’s Licence.
• The candidate with Inspector Certification will be considered an asset to the role.

Work conditions

• The candidate will be required to work in a normal office environment.
• The candidate may be required to make regular field trips to remote areas, with the amount of field trips varying according to district, to support work planning and coordination activities and will be exposed to varying weather conditions when working in the field.
