Job summary

BC Hydro is looking for a Project Manager 1 to lead the planning and execution of various generation, transmission, and substation projects. You will be responsible for managing a portfolio of low-risk projects, liaising with internal and external partners, and ensuring project objectives are met on time and within budget. The ideal candidate has a Bachelor's degree in a relevant field, at least six years of related experience, and strong leadership and communication skills. The position is full-time based in Burnaby, Canada.

About the job:

As a Project Manager 1 in BC Hydro Project Delivery you will be responsible for leading the planning and execution of a portion of BC Hydro’s multi-billion dollar portfolio of generation, transmission and substation projects. The Project Delivery team consists of professionals (employees and contractors) with diverse roles and backgrounds, working together with internal and external partners to deliver quality projects safely, on scope, on budget, and on schedule. At any time, Project Delivery is managing 500+ projects in various phases, from early identification through in-service close-out, ranging in cost from $1M to $1B. What you’ll do
  • The project manager for a portfolio of low risk, medium impact/complexity projects and / or a task manager for higher risk/impact/complexity projects and has overall accountability for the results of those projects.
  • Responsible to coordinate definition of the project objectives in partnership with the Project Initiator and other functional groups and achieve approval of these objectives by the Project Sponsor. Project objectives will typically be associated within the areas of scope, schedule, cost, environmental, indigenous relations, stakeholders, properties, regulatory requirements, and human resources.
  • Accountable for determining how the project will be delivered, including delivery models, supply chain strategies, obtaining resources, obtaining all permits and regulatory approvals, putting contracts in place and managing to the plan to achieve the agreed objectives.
  • Leads initial development and ongoing updates of the project user requirements and scope documents to make sure that the elaboration of project scope aligns with the project objectives.
  • Leads in the development of an optimal project delivery strategy considering options for practice scaling including Single Viable Alternative, gate governance, funding and applicable deliverables. Encourages innovation in seeking optimal solutions for achieving project objectives.
  • Plans with the functional organizations to set up the project team. Leads the project team to prepare and update the project plan throughout the project lifecycle, including the project work breakdown structure (WBS) and detailed work packages to deliver the project scope.
  • Is responsible overall for planning and delivery of work packages being completed by Work Package Managers.
  • Leads the planning and execution of the project, including obtaining funding approval, achieving conformance with BC Hydro Project & Portfolio Management (PPM) Practices, and ensuring that the objectives of the project are achieved.
  • Ensures that internal and external resources with appropriate skill sets are provided, assigns work and provides instructions, advice and leadership and guidance to project staff; reviews work in progress and assesses completed work for accuracy, required results and quality assurance.
  • Consults with environmental, indigenous relations, stakeholders, regulators, interest groups, the public, unions on a variety of issues of importance to the project
  • Develops and oversees the implementation of mitigation and compensation plans.
  • Represents BC Hydro in discussions and negotiations with regulators and other agencies and secures licenses and regulatory approvals as required.
  • Develops supply chain strategies and establishes commercial arrangements with consultants and contractors, as required.
  • Represents BC Hydro as the ‘Contract Owner’ or ‘Hydro’s Representative’ on construction, services and equipment contracts. Participates in contract and claim negotiations with suppliers and contractors, as required.
  • Responsible for monitoring and analyzing the project status and performance throughout the project delivery lifecycle and taking corrective action when required.
  • Leads the team in proactive risk management and ongoing identification, treatment, and timely communication of project risks.
  • Leads the project team through the monthly project progression process and provides progress reporting to the Initiator and other management groups as required.
  • Reviews and analyzes the project cost, scope and schedule variances, and takes corrective action, including management of the project contingency.
  • Manages project acceptance and closure activities. Releases project resources and prepares the Project Completion & Evaluation Report.
  • Provides regular and significant coaching/mentoring, acts as a role model and engages in self-development through personal leadership.
  • Model the ‘One-Hydro’ approach ensuring that decisions support the broader needs of the organization which could include participating internal initiatives. A key component of the One-Hydro approach is fostering collaboration amongst parts of the organization
What you bring
  • Bachelor degree in a relevant discipline such as engineering, business, environmental sciences or economics. Candidates who have a technical Diploma plus several years of relevant Project Management experience will also be considered.
  • Courses in Project Management (PMI certification as a PMP is preferred).
  • Minimum six years of progressively more responsible Project Management experience within an electric utility or similar industrial environment.
  • Intermediate level knowledge in a specific field such as engineering, environmental sciences or business to provide technical coordination and leadership.
  • Knowledgeable on project related standards, policies, practices and procedures, contributing to the development of project standards as well as enforcing/modeling project standards.
  • Demonstrated leadership ability.
  • Good communication, facilitation, negotiation and interpersonal skills.
  • Good planning, organizational, analytical and problem solving skills.
