Qualifications

• The candidate will be responsible for acting as a primary subject matter expert (SME) on fish and aquatic issues while recognizing environmental risks, business requirements, and opportunities.
• The candidate will be responsible for managing a diverse Fish and Aquatics Sciences portfolio that includes fish and aquatic restoration, fish entrainment, river and reservoir stranding, total dissolved gas, and habitat programs, while providing technical direction, resource planning, budget planning, and contract management for portfolio activities.
• The candidate will be responsible for leading and facilitating external committees that include multiple stakeholders representing a variety of interests, with the objective of advancing and implementing program activities.
• The candidate will be responsible for managing consultant contracts by developing terms of reference, evaluating proposals, and overseeing budgets and deliverables to meet project timelines.
• The candidate will be responsible for critically reviewing reports and communications in consideration of scientific integrity, program scope, business requirements, and audience.
• The candidate will be responsible for engaging and liaising with regulators on portfolio-related topics, determining relevant regulatory requirements, and developing and implementing programs required to address those requirements.
• The candidate will be responsible for supporting engagement with Indigenous groups and other interested parties on potential effects of BC Hydro operations and projects, potential mitigation solutions, and the development of follow-up monitoring programs.
• The candidate will be responsible for working with the Fish and Aquatics Sciences team and Water Program management team to develop strategies for program development.
• The candidate will be responsible for preparing synthesis reports, specific study reports, briefings, presentations, and published works to support Fish and Aquatic Sciences activities.
• The candidate will be responsible for presenting program communications, including study results, decision recommendations, and program updates, to a wide audience at public speaking events, executive meetings, regulatory and First Nations meetings, and municipal/government proceedings, including formal Environmental Assessment Board proceedings.

Job Requirements

• The candidate must hold a Bachelor degree in Natural Resource, Environmental Studies, or a science-related degree, along with 8+ years of relevant work experience.
• The candidate with a Masters degree will be considered favourably.
• The candidate must hold professional membership in good standing with the College of Applied Biology. Other professional designations under the Professional Governance Act may be considered if the professional area of practice is relevant to the Environment field.
• The candidate should have a strong background in impacts and mitigation relating to hydroelectric operations.
• The candidate must have broad technical and working knowledge of environmental disciplines, including pollution prevention and hazardous waste, and natural resource disciplines, including fisheries, wildlife, archaeological, forestry, and land use planning, as well as environmental legislation, acts, and policies.
• The candidate must have experience working with environmental regulators, Indigenous communities, and/or the public.
• The candidate must have strong writing, listening, and verbal communication skills.
• The candidate must have well-developed planning, organizational, analytical, and problem-solving skills.
• The candidate must have the ability to manage relationships with employees at all levels and work effectively with multi-disciplinary teams holding multiple interests.
• The candidate must have excellent computer skills in word processing, database, and spreadsheet applications.
• The candidate must have experience in fisheries biology and management, with an emphasis on freshwater populations of resident species, preferably including experience involving Pacific salmon in British Columbia.
• The candidate will have experience in scientific study design, particularly in assessing and managing the impacts of hydroelectric development on fish and aquatic ecosystems.
• The candidate will have experience in scientific writing and serving as the primary author of analytical reports, communications, recommendation memos, and publications.
• The candidate will have experience designing and implementing mitigation programs, with an emphasis on the effects of hydroelectric developments on fish and fish habitat, including the productivity of aquatic and riparian ecosystems.
• The candidate will have experience in project and contract management, quality assurance, and employee management.
• The candidate will have experience working with regulators and First Nation organizations to facilitate partnerships and agreements.
• The candidate will have experience in environmental assessment, Federal and Provincial regulatory processes, and regional or land use planning.
• The candidate should have a Class 5 (or equivalent) Driver’s License, which is considered an asset.

Work conditions

• The candidate may be required to travel occasionally to remote locations and work outside of regular working hours.
• The candidate will work in a Hybrid role under the flexible work model, which currently includes a mix of working from home and working in the office. The candidate will be expected to work in the office a minimum of two days per week, with more frequent office attendance required at times due to operational requirements and the need for flexibility.
