Qualifications

Leading client teams and SMEs in curriculum design.
Using Storyline or Captivate to develop learning products.
Microsoft Office including PowerPoint experience.
Developing classroom, online or distance learning modules and assessments.
Proficient with Excel, SharePoint, MS Teams, and Adobe.

Work environment The Royal Canadian Mounted Police (RCMP) is seeking an individual whose passion for designing effective learning solutions is matched only by their ambition to grow their career at the Pacific Region Training Centre (PRTC), the RCMP’s western training hub. The PRTC is looking for a dynamic, enthusiastic, and innovative Curriculum Designer to enhance and evolve its training resources, content, and curriculum. In this role, the successful candidate will collaborate closely with subject matter experts and staff to design instructional solutions for in-class, online, and blended learning environments across a wide range of subject areas. The Curriculum Designer will primarily work in an office setting, while also dedicating time to researching content and engaging in discussions with team members, subject matter experts, and management. The position may occasionally require travel and fieldwork to support curriculum development and implementation. Intent of the process Anticipatory. The anticipated intent/result of this process is to indeterminately staff (on a full time basis) one position. A qualified group of candidates may be identified and may be used to staff future permanent or temporary vacancies (including terms, actings, casuals, assignments and secondments) in similar-level positions (at full or part-time hours, including shift-work). Once established, the qualified pool will be valid for a period of one year and may be extended. Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

EDUCATION

Graduation with a Master’s Degree from a recognized University with an acceptable specialization in Adult Education, Curriculum and Instruction or Education Technology. Or an undergraduate degree in Education along with several years of experience in Adult Education, Curriculum and Instruction, or Education Technology. The specialization may be obtained through an acceptable combination of education, training and recent work experience.

EXPERIENCE

1. Recent experience in project management for the design, development, delivery and evaluation of learning programs.
2. Recent experience in assessing, and addressing organizational learning and performance needs and/or data collection via focus groups, surveys and interviews related to new and existing educational initiatives (Training Needs Analysis).
3. Recent experience in facilitating and leading client teams and SME's within the context of curriculum design.
4. Recent experience using programming/authoring tools and educational technologies such as Storyline, Adobe Captivate or other accepted industry standard software to develop and design multiple customized learning products.
5. Significant experience using Microsoft Office Suite including PowerPoint.
6. Recent experience and a proven record of developing a broad range of learning activities, learning modules, courseware, and learner assessments including classroom, online and/or distance learning training products.

Significant experience is a knowledge of fuller operations, such as Microsoft Excel, SharePoint, MS Teams, and Adobe, and means the experience obtained regularly, usually daily or weekly, within the last five (5) years.

KNOWLEDGE

1. Knowledge of in-class and virtual classroom adult learning principles, best practices, and methodologies.
2. Knowledge of training needs analysis, instructional design, theory and practice, evaluation and assessment methodology.
3. Knowledge of instructional technology, authoring tools and multimedia applications.

ABILITIES AND SKILLS

1. Ability to effectively communicate in writing.
2. Ability to effectively communicate verbally.
3. Ability to analyze, conduct, and interpret research.
4. Ability to complete training needs assessments/analysis to create the basis for learning solution development.
5. Ability to develop collaborative relationships with Subject Matter Experts (SME’s) and clients to coordinate team projects and the development of training content.
6. Ability to organize, prioritize and manage workload.
7. Ability to develop storyboards evaluations, assessment strategies and lesson activities.
8. Ability to create SCORM compliant eLearning content using development tools such as Articulate Studio, Articulate Storyline, Adobe Captivate, Adobe Creative Suite, Adobe Photoshop/Illustrator etc.
9. Ability to utilize technologies to create supporting material/media (audio, video, simulations, role-plays, games etc.).
10. Ability to conduct training sessions.
11. Ability to stay current and expand knowledge on instructional design and e-learning industry trends and related technology including web-based design methodologies.
