Position:Compliance Monitor and Support Specialist

Location:Hybrid – Head Office in Toronto

Status:Full-time, Permanent

Salary:Target hiring salary range of $75,500 - 83,000 - Commensurate with experience

The RHRA is seeking qualified individuals for the role of Compliance Monitor and Support Specialist. This role engages with licensees to support a continuum of regulatory activities, including monitoring compliance with Registrar orders and license conditions and providing guidance and support through our Compliance Support Program. Reporting jointly to the Manager, Legal and Manager, Licensee Engagement and Support, this position plays a key role in supporting RHRA’s right-touch regulation approach with the objective of helping licensees operate in compliance with the Retirement Homes Act, 2010 and its Regulation.

Success in this role will be achieved through excellent client service delivery, licensee compliance through education, timely monitoring and reporting on licensee compliance with orders and conditions, communication, and ability to build and maintain collaborative relationships. The incumbent must be able to interpret and apply legislation, and to explain complex information related to legislation in a manner that is practical to implement for licensees of all experience levels. This position works in collaboration with Inspections and Legal staff and other functions to provide accurate and up-to-date information to assist in regulatory decision making.

Key Responsibilities Include:

Compliance Monitoring

  • Implement appropriate monitoring and reporting of licensee compliance with orders/conditions
  • Using a variety of information sources (data, records, other) monitor and analyze and make recommendations on the status of orders and licence conditions
  • Use good judgment to bring forward cases for further regulatory review as appropriate
  • Review and assess materials submitted by licensees or others as required by orders/conditions, and analyze submissions for quality and completeness
  • Correspond with licensees or others regarding compliance with orders/conditions, including assessing and responding to requests from licensees
  • Work with other RHRA staff to create and draft standards/guidelines/procedures for regulatory compliance as required
  • Review, analyze, and facilitate implementation of management orders and conditions by:

-Establishing and maintaining a current roster of potential RH managers/management companies/consultants

-Coordinating and liaising with, and reviewing and assessing reports from, managers/consultants

  • Build and maintain collaborative working relationships with colleagues at the RHRA, and maintain appropriate relationships with stakeholders, to effectively monitor and support orders and conditions on licenses
  • Provide support to the Registrar and/or Deputy Registrar in regulatory decision-making

Compliance Support

  • Develop clear and targeted education and action plans for licensees, with specific objectives within a specified schedule; and work effectively with licensees to implement plans and monitor and assess progress toward meeting education and action plan goals
  • Make compliance and enforcement recommendations to the Manager as appropriate, based on analysis of findings on a case-by-case basis
  • Provide and facilitate education at the retirement home and corporate multi-home licensee level to ensure comprehension and alignment with compliance requirements

Minimum Qualifications:

  • A university degree in law, policy, or nursing/healthcare and/or a minimum of 3 years of relevant experience in retirement home or other care provision setting
  • General knowledge of administrative and regulatory principles, including right-touch regulation and procedural fairness
  • Solid understanding or ability to quickly learn theRetirement Homes Act, 2010 and Regulation to effectively interpret requirements and communicate to partners
  • Bilingualism – French/English – oral and written - considered a significant asset
  • Planning capabilities with demonstrated experience in strategic thinking
  • Excellent relationship management skills with an ability to engage, build trust, and collaborate with a variety of stakeholders
  • Strong communication skills (written and verbal) and ability to interpret complex information/requirements and create accurate plain-language education and other materials for a diverse range of retirement home operators
  • Technological proficiency with enhanced working knowledge of MS Office Suite (Excel, Word, PowerPoint, SharePoint, etc.). Experience with Customer Relationship Management systems (CRM) would be considered an asset
  • Strong work ethic and positive team attitude
  • A well-defined sense of diplomacy, including solid negotiation, conflict resolution, and people management skills
  • Commitment to maintaining professional skills and refining expertise through appropriate developmental activities

Other Requirements:

Satisfactory Professional and Criminal Reference Checks. RHRA currently operates in a hybrid work environment with the expectation of a minimum of being on site at the RHRA’s Toronto Office on Wednesday of each week. Required office equipment (laptop, headset, soft phone) will be provided. Please note that applicants who receive any conditional offer of employment from RHRA may be required to provide proof that they are double vaccinated with a COVID-19 vaccine approved by Health Canada as a condition of employment and to maintain their status as fully vaccinated as a condition of continued employment.
