Halton Regional Police Service in Oakville is seeking an experienced Abilities Management Specialist to oversee complex case loads, absence management, and workplace accommodations across the organization. You will advise members and supervisors, adjudicate leave benefits, and coordinate with medical providers to support safe return-to-work plans.

The role requires a 3-year college diploma in HR or related field, 3–5 years of experience in return-to-work programs, and knowledge of OHRC and WSIB

We are seeking an experienced Abilities Management Specialist to provide comprehensive case management and support for occupational and non-occupational absences, workplace accommodations and return to work programs across HRPS. The role will coordinate the abilities management programs and claims, provide guidance to members and supervisors, analyze trends and support safe and effective workplace attendance and accommodation practices.

Here’s what you will get to do…….

• Administer a complex caseload of occupational and non-occupational abilities management files, including illness, injury, workplace absences, accommodations and return to work matters.
• Administer abilities management and attendance management programs and processes. Research and evaluate practices, provide advice and identify opportunities for program and process improvements.
• Assess and adjudicate initial and ongoing entitlement to sick leave benefits.
• Obtain, review and analyze medical and supporting information, seek clarification where required, prepare medical communications with treatment providers to obtain clarification and gain a clear understanding of functional abilities and treatment information, and coordinate third-party intervention as appropriate.
• Administer occupational and non-occupational claims, including the collection and review of medical documentation, assessment of functional abilities and limitations, and coordination with members, supervisors and external service providers.
• Design and coordinate workplace accommodation, modified work and return to work programs. Determine appropriate plans in collaboration with members, supervisors, Association representatives and other stakeholders. Monitor progress and recovery.
• Administer, coordinate and manage STD, LTD and WSIB processes, including benefit tracking, required documentation, reporting, claim monitoring and communication with members and applicable internal and external stakeholders.
• Provide advice and guidance to members, supervisors and leadership regarding abilities management, attendance, accommodation, fitness for work, disability benefits and related processes.
• Track, coordinate and oversee attendance management activities, including reviewing absence information, identifying trends and supporting the resolution of culpable and non-culpable attendance concerns.
• Review physical demands and workplace information to support accommodation, return to work and claims management decisions.
• Compile, maintain and analyze abilities management and claims data. Prepare reports, identify trends and provide recommendations to support proactive intervention and program effectiveness.
• Maintain confidential employee health and abilities management records in accordance with privacy, legislative and organizational requirements.
• Liaise with internal and external stakeholders, including the Region of Halton, WSIB, benefit providers, medical professionals and Association representatives, to coordinate abilities management and claim requirements.
• Maintain knowledge of applicable legislation, collective agreements, Chief’s directives and abilities management practices and support compliance and continuous improvement.
• Represent the abilities management function through meetings, committees, projects and organizational initiatives.
• Provide consultation, interpretation and direct human resource services to Operational leaders in all areas of Abilities Management such as planning, implementing, advocating, promoting and monitoring abilities strategies and programs.

What you’ll Bring to the Role:

Education:

• Minimum 3-year community college diploma required in Human Resources or a related field.

Experience, Knowledge and Skills:

• Minimum three to five years of progressive experience in design and implementation of Return to Work programs, arranging IME and functional evaluation assessment, LTD, directive/policy development and wellness programming. Knowledge of both occupational (WSIB) and non-occupational injury management experience is required.
• Demonstrated knowledge of employment related legislation including the Ontario Human Rights Code (OHRC) is required.

Desirable Qualifications:

• Working towards and/or holding a designation in one or more of the following disciplines such as Certified Disability Management Professional (CDMP) and/or Certified Return to Work Coordinator (CRTWC)
• Previous experience using HRIS & claims management systems (e.g. Parklane, SAP etc.)
• Demonstrated experience managing complex occupational and non-occupational disability claims from initial assessment through to resolution.
• Advanced knowledge and demonstrated experience developing, implementing and monitoring individualized early and safe return-to-work plans.
• Ability to assess functional abilities, medical/work restrictions, barriers to recovery and workplace demands and translate this information into appropriate workplace strategies.

• Strong working knowledge of WSIA, WSIB policies, adjudication processes for both occupational land non-occupational injuries, entitlement, claims management and return-to-work obligations.

Core Working Hours:

35 hours per week: Monday - Friday

Salary Range:

$106,383 -$118,203 per annum (Effective July 1, 2026)
