You will provide policy analysis, advisory services, and support for implementation, liaising with national and local bodies to strengthen urban housing policies.

Organizational context: The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. This role supports the National Urban Policy Programme (NUPP 2) in Paraguay, focusing on policy formulation, implementation, and capacity building. The position is within the Regional Office for Latin America and the Caribbean (ROLAC), based in Rio de Janeiro, Brazil, and will work closely with UN-Habitat's operational and technical teams.
Job purpose: This role serves to advance Paraguay's National Urban Policy Programme (NUPP 2) by providing crucial technical advisory services, policy analysis, and implementation support. The specialist will facilitate stakeholder engagement, manage knowledge, and produce technical reports, contributing to the development and execution of urban and housing strategies. The purpose is to enhance UN-Habitat's engagement with national and local institutions, ensuring the effective implementation of urban development and housing policies aligned with global agendas like the New Urban Agenda and Sustainable Development Goals. The role aims to transform cities into more inclusive, resilient, and opportunity-rich places, supporting the formulation and implementation of sustainable, participative, and socially equitable urban policies.
Responsibilities: Provide continuous technical, policy, and advisory support for activities under the NUPP 2 project. Support UN-Habitat's engagement with national and local institutions responsible for urban development, housing, and territorial planning. Contribute to the review, revision, and implementation of the National Plan for Urbanism, Housing and Habitat (PLANUVIH). Compile and organize technical information to align initiatives with UN-Habitat frameworks. Prepare briefing notes, background documents, and other supporting materials. Review documentation to identify issues and gaps. Offer technical support for PLANUVIH implementation and related initiatives. Contribute to the preparation, monitoring, and documentation of demonstration projects and capacity development activities. Assist in preparing workplans, schedules, and coordination arrangements. Support coordination and information-sharing with the Ministry of Urbanism, Housing and Habitat (MUVH) and other government bodies. Organize and document technical meetings, consultations, and workshops. Facilitate stakeholder engagement with local governments, civil society, and development partners. Support project monitoring by collecting and tracking information on indicators and milestones. Compile information and draft inputs for periodic reports.
Education: An advanced university degree (Master's or equivalent) in Urban Development, Urban Planning, Social Sciences, Public Administration, International Development, Economics, Geography, or a related field is required. A first-level university degree with an additional two years of qualifying experience may be accepted.
Work experience: A minimum of three years of progressive experience in programme support, project coordination, urban development, housing, monitoring and reporting, or stakeholder engagement is required. Experience supporting urban development or territorial planning initiatives in Paraguay is desirable. Experience with project implementation, documentation, reporting, stakeholder coordination, or knowledge management is also desirable.
Skills: Knowledge of urban development, housing, and territorial planning concepts. Ability to collect, organize, and analyze information, preparing summaries and technical documentation. Experience supporting multi-stakeholder coordination processes, meetings, and workshops is desirable. Proficiency in Microsoft Office applications and standard information management tools is required. Fluency in Spanish is required; working knowledge of English is desirable.
