Organizational context: The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. The Regional Office for Latin America and the Caribbean (ROLAC) is based in Rio de Janeiro, Brazil. This role supports a project in São Paulo, focusing on improving access, inclusion, and sustainability of public green spaces to enhance climate adaptation and resilience.

Job purpose: This consultancy aims to support the "Viva o Verde SP" project in São Paulo by developing management and financing plans for ten public parks. The consultant will identify and assess financing mechanisms and economic activities suitable for these parks, considering their specific contexts and vulnerabilities. The role involves conducting participatory workshops with stakeholders to co-develop tailored financing strategies and a roadmap for their implementation, ultimately contributing to the long-term sustainability of these green spaces and supporting the achievement of Sustainable Development Goals and the New Urban Agenda.

Responsibilities: The consultant will be responsible for planning the consultancy activities, including methodology, workplan, and schedule. Key duties involve identifying best practices in park financing and economic activities, assessing opportunities and risks of proposed financing mechanisms, and preparing materials for participatory workshops. The consultant will conduct workshops with officials and civil society to co-develop financing strategies for ten parks, systematize discussions, and consolidate recommendations. Finally, the consultant will prepare a roadmap for implementing these strategies and contribute to knowledge management by documenting lessons learned and preparing relevant tools and templates.

Education: A Bachelor’s degree in Law, Geography, Social Sciences, Architecture and Urbanism, Economics, Public Policy, Administration, or related fields is required. A Postgraduate Degree (Stricto Sensu) in Public Policy, Public Administration, Political Science, Geography, Economics, Urban Studies, Urban Management, Urban Law, Finance, or related fields is also required, or an additional five years of relevant experience. A PhD in Economics, Public Administration, Geography, Finance, or a related field is desirable.

Work experience: A minimum of ten years of experience in urban planning, urban finance, municipal public policy, or municipal budgeting is required. Experience working with the municipality of São Paulo and with data analysis is also required. Previous experience within the UN System is desirable.

Skills: Proficiency in computer skills (Windows, Word, Excel, Outlook, Web search engines). Familiarity with technological tools and online platforms. Knowledge of project management methodologies. Data collection and analysis skills. Professionalism, planning and organization, communication, and teamwork competencies are essential. Fluency in Portuguese is required; working knowledge of Spanish and English is desirable.
