UN-Habitat in Brazil seeks a Specialized Consultant for Social Work Project Budgeting to support urban development initiatives in Santo André, Brazil. The consultant will prepare budget breakdowns, participate in technical meetings, and ensure alignment with UN-Habitat standards and guidelines.

The role requires collaboration with multiple stakeholders to advance socio-territorial transformation and improve living conditions in target communities. This is a part-time contract for three months.

Qualificações

  • Bachelor’s degree in Social Work or related fields is required.
  • Postgraduate degree in Social Work or related fields or 4 years of relevant experience.
  • Minimum of six (6) years of experience coordinating social work, advisory initiatives for slum upgrading in Brazil.
  • Experience in preparing budgets and physical-financial schedules for Social Work Planning (PTS) in Brazil.

Responsabilidades

  • Prepare budget breakdowns and the physical/financial schedule for social work activities during construction phases.
  • Participate in technical alignment meetings with the Social Work team for Periferia Viva Santo André / Nova Centreville.
  • Ensure compliance with UN-Habitat quality standards and project requirements.

Specialized Consultant for Social Work Project Budgeting

The consultant shall duly and timely perform his/her obligations, under these Term of Reference, and will work in close collaboration with the UN-Habitat’s operational and technical teams.

Duties and Responsibilities

Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. The Periferia Viva Program was launched by the Federal Government as part of the New Growth Acceleration Program for Favela Urbanization. The objective of the Program is to coordinate public policies and strengthen grassroots initiatives in peripheral territories, aiming to improve living conditions, particularly in the program’s key areas: urban infrastructure, social facilities, social and community empowerment, innovation, technology, and opportunities. Within the partnership of the Periferia Viva Program, UN-Habitat is set to support the Municipality of Santo André, in São Paulo. Despite its relevant economic role in the ABC Region and its metropolitan area, Santo André, with 748,919 dwellers, has at least 27.8% households located in precarious and/or subnormal settlements, housing 31.8% of the municipal population. One of the largest of these areas, and part of the scope of the project, is the “Núcleo Nova Centreville”, with approximately 2,000 residents. Through the Municipal Secretariat of Urban Development and Housing, UN-Habitat seeks to promote socio-territorial transformation ensuring the local population’s right to adequate housing through a set of interventions that includes comprehensive infrastructure improvements – paving, sewage systems, micro-drainage, and access to the official electricity grid – and the requalification of public spaces. It is intended to carry out the integrated urbanization actions with a transparent and inclusive approach, guided by the active participation of the community. To properly implement the above-mentioned project, a Specialized Consultant for Social Work Project Budgeting is required. Report to UN-Habitat Manager The Specialized Consultant for Social Work Project Budgeting reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Specialized Consultant for Social Work Project Budgeting will support the implementation of the project, and its activities, with the following responsibilities: a) Prepare the budget breakdown and the physical and financial schedule for the social work to be carried out before, during, and after the construction phase of the New PAC (Growth Acceleration Program for the Urbanization of Favelas). b) Participate in technical alignment meetings with the Social Work team at Periferia Viva Santo André / Nova Centreville. c) Have compliance with UN-Habitat quality standards and project requirements, ensuring consistency with expected outcomes. d) Complete all courses and training activities indicated by his/her supervisor. e) Ensure the adoption of ethical principles during the consultancy, particularly regarding active listening, respect for diversity, and the promotion of a safe, inclusive, and participatory environment. f) Maintain an orderly and accessible information file system on the information and produced data. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The consultant shall assist the implementation of the project, according to the stated responsibilities and the delivery of the following products: Product 1 – Technical Workshop Alignment and Report Description: Product 1 consists of: (i) a technical alignment workshop on the rules and guidelines established by Ministry of Cities Ordinance No. 75/2025, with a focus on aligning the planned activities with the corresponding budget breakdown. The workshop will be held with the Periferia Viva Santo André / Nova Centreville team to ensure a common understanding of the applicable requirements and their implementation within the project; and (ii) a Technical Workshop Alignment Report, consisting of a descriptive report of the activity. The report shall include a summary of the activities carried out, the main topics discussed, and guidance provided, together with supporting documentation and evidence of the workshop, such as photographs, attendance list, presentation materials (.ppt), and other relevant records produced during the activity. Expected delivery date: 5 days after signing the contract. Product 2 – Social Work Project Budgeting and Physical and Financial Schedule – Phase 1 of the Urbanization Project Description: Product 2 consists on a spreadsheet containing: (i) detailing costs of each proposed action, activity, or deliverable; (ii) reference quotations supporting the amounts proposed in the cost spreadsheet; (iii) unit of measure, quantity, and unit price; (iv) total price for each service or supply; (v) reference date of the quotations; (vi) supplier information; and (vii) a defined timeframe for implementing the actions and activities and delivering the proposed outputs, along with the corresponding expenditures. Expected delivery date: 15 days after signing the contract. Product 3 – Social Work Project Budgeting and Physical and Financial Schedule – Phase 2 of the Urbanization Project Description: Product 3 consists on a spreadsheet containing: (i) detailing costs of each proposed action, activity, or deliverable; (ii) reference quotations supporting the amounts proposed in the cost spreadsheet; (iii) unit of measure, quantity, and unit price; (iv) total price for each service or supply; (v) reference date of the quotations; (vi) supplier information; and (vii) a defined timeframe for implementing the actions and activities and delivering the proposed outputs, along with the corresponding expenditures. Expected delivery date: 30 days after signing the contract. Product 4 – Technical Note on the Physical and Financial Schedule for Social Work Planning (PTS). Description: Product 4 consists of a reference document providing guidelines for structuring the Physical and Financial Schedule of Social Work activities under the Periferia Viva Program, based on an analysis and consolidation of the rules established by Ministry of Cities Ordinance No. 75/2025 and the Periferia Viva Program manuals. This product records the process behind the results of previous products. Expected delivery date: 60 days after signing the contract.

Qualifications/special skills
  • Education Required: Bachelor's degree in Social Work, Social Sciences or related fields is required.
  • Postgraduate degree in Social Work, Social Sciences or related fields is required, or additional four (4) years of relevant experience to the post, beyond the requirement.
  • Work experience: Minimum of six (6) years of experience in coordination of social work, technical assistance or advisory initiatives for slum upgrading plans or projects in Brazil is required.
  • Previous experience in preparing budgets and physical-financial schedules for Social Work Planning (Projeto de Trabalho Social - PTS) in slum upgrading plans or projects in Brazil is required.
  • Previous experience within or with the United Nations System is desirable.
  • Skills: Good computer skills in Windows and Microsoft Office, Outlook, Microsoft Teams, and Web search engines are required.
  • Mastery of technological tools and use of software and online platforms is required.
  • Mastery of online event and conference tools is desirable.
  • Competencies: Professionalism: Experience working in an inter-institutional environment, project management, monitoring-evaluation; approaches and strategies regarding good urban governance and local and regional development.
  • Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines.
  • Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences.
  • Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willing-ness and ability to work in difficult environments.
  • Knowledge Management: The person must know the processes, procedures, and norms of UN-Habitat, to guarantee an adequate quality of the activities described above, following the standards of the organization. The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. The person must know the file of the Office, work with it, and ensure its proper maintenance, accessibility for all staff, and due updating. The person will prepare databases related to the project running. The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. The person will only share the information produced with the team agency, assuring the privacy of the content.
Languages
  • English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office.
  • For the post advertised, fluency in Portuguese is required. Working knowledge of English is desirable.

Remuneration LICA 3 (Part-time 55%) - BRL: 16.000,00 (Total net amount).

UNOPS Salary Scale The consultant will receive a total amount of BRL: 16.000, according to the following schedule:

  • Payment 1 [50%]: Upon delivery and approval of Products 1 and 2 (BRL: 8.000)
  • Payment 2 [50%]: Upon delivery and approval of Products 3 and 4 (BRL: 8.000)
