Job summary

The Bahrain Tender Board (BTB) seeks two dedicated senior developers to advance its eTendering, TMS, e-Meeting systems, and BTB website. You will design, implement, and maintain integrated, enterprise-grade platforms using .NET Core and modern full-stack practices, aligning with BTB strategic objectives.

Responsibilities include API-based middleware development, data cleansing and migration, enhanced reporting dashboards, and strict cybersecurity compliance to support national procurement

Qualifications

• Proven experience in .NET Core and full-stack development for enterprise systems.
• Ability to analyze, design, implement and sustain integration across multiple platforms.
• Experience with data cleaning, migration and KPI reporting is a plus.

Responsibilities

• Enhance BTB digital platforms including eTendering, TMS, and e-Meeting systems.
• Develop and integrate enterprise-grade APIs and middleware for cross-system workflows.
• Improve dashboards and KPI reporting for governance and operational insight.
• Ensure cybersecurity compliance per NCSC requirements and perform vulnerability remediation.
• Collaborate with BTB stakeholders to align systems with strategic objectives.

Job description

The Bahrain Tender Board (BTB) operates a suite of critical digital platforms supporting national procurement activities such as the eTendering System, Tender Management System (TMS), e-Meeting System, and BTB official Website.
To enhance operational efficiency, BTB is engaging two dedicated, full-time senior developers. Their role will focus on advancing system capabilities, enabling seamless integration across platforms, digitalizing and automating processes using the latest technology, and enhancing the reports and KPI dashboard of BTB.
These qualified Sr. developers must specialize in .NET Core and full-stack development methodologies, working in close collaboration with BTB stakeholders to analyze, design, implement, and sustain the enterprise-grade systems aligned with BTB s strategic objectives.

Desired Candidate Profile

TMS Enhancement & Operational Support
Fixes, updates, performance optimization, and report creation.
Adding quick workflows to the current modules.
Data Cleaning and migration (Stage 1): Data verified, cleaned across BTB systems.
Digitalized the internal and external processes to enhance system stability and operational efficiency.
Enhance the current systems
Digitalized the legal workflows, such as supplier grievances.
Digitized the purchasing authorities' violations.
Activation of Direct purchase requests in the eTendering system.
Validate the data and streamline the system reporting section.
enhance the procurement plans, SME related processes ..etc
Streamline and digitize the e-forms where it s applicable.
Feasibility of publishing RSS API for published tenders, BTB external notifications.
Developing Middleware Architecture (API-Based):
External Integrations:
Ministry of Industry & Commerce (MOIC) CR data validations and checkpoints.
Ministry of Labour (MOL) Bahrainization Certificate verification and checkpoints.
Central Bank of Bahrain (CBB) FX rates implementation.
Internal integration:
Integrate the system E-Tendering, TMS, Website, and e-Meeting system whenever required to implement quick-win solutions.
Integrations must be implemented so that processes and tender data are streamlined and not duplicated.
The data can be streamlined with API-Based Architecture:
o eTendering System with TMS: for opening results and validating the suppliers.
o eTendering System with TMS: Pull tender request details from eTendering System to TMS.
o TMS and the e-Meeting system for the Board members' weekly meeting.
Cybersecurity Compliance
Implementation of NCSC requirements, security findings.
Vulnerability assessments & remediation.
AI & enabling for system readiness and reporting
Data readiness for AI validation, anomaly detection.
Process improvement and reporting.
Dashboards & Reporting
Enhance executive dashboards, KPI s ..etc
Improve analytical reporting for governance and finance.
Provide KPI s, analytic reports for purchasing authorities.
