Job summary

Pauwels Consulting in Brussels is seeking an Expert Upskilling Specialist to bridge strategic workforce planning and capability building. You will orchestrate transversal learning priorities and translate plans into actionable development tracks across departments.

You will design learning solutions (including e-learning and blended tracks), manage external vendors, and partner with HR operations on setup and reporting while monitoring budgets for efficient resource use.

Qualifications

• 8+ years of experience in Learning & Development and Strategic Workforce Planning.
• Expertise in Learning Solution Design, including e-learning, blended tracks, and needs analysis.
• Vendor Management experience and selecting learning platforms and formats.
• Advanced knowledge of Office 365 and digital Learning Management Systems (LMS).
• Strong Financial Acumen regarding budget follow-up and reporting.
• Excellent stakeholder management and ability to influence across complex structures.
• Fluent in English with active knowledge of French or Dutch.

Responsibilities

• Orchestrate translation of strategic workforce planning priorities into actionable learning plans across multiple departments.
• Identify synergies and transversal upskilling opportunities by reviewing learning plans.
• Analyze capability gaps across teams to propose targeted learning solutions, including digital and blended tracks.
• Manage relationships with external vendors to ensure high-quality learning solutions.
• Partner with HR operations to execute operational setup, administration, and reporting of training trajectories.
• Monitor the upskilling budget by tracking commitments and actuals to ensure efficient resource allocation.
