PAUWELS CONSULTING is seeking a Senior Program Manager to lead complex IT initiatives, overseeing end-to-end delivery across infrastructure and software programs. You will mature the PMO, roll out governance cadences, and coordinate multiple delivery teams with hands-on engagement.

With 8+ years in IT project management, you will drive governance maturity, portfolio prioritization, and data-driven reporting using Power BI.

Qualifications

• 8+ years of experience in program and project management within IT Infrastructure and Software Development.
• 8+ years of experience with PRINCE2, PMBOK, PMI, or MSP.
• 5+ years of using Jira and Confluence for project tracking and collaboration.
• 5+ years of applying Agile and Scrum methodologies in complex environments.
• 5+ years of experience with data visualization and reporting in Power BI.
• Experience setting up and rolling out PMO structures in regulated or public sector environments.
• Expertise in governance maturity frameworks such as CMMI.
• Portfolio prioritization and capacity management expertise.
• Strong coaching and change management within technical teams.
• Fluent Dutch with C2 proficiency.

Our client, a leading organization in the public sector, is seeking a Senior Program Manager to lead complex IT initiatives. The project involves directing multiple delivery teams while simultaneously maturing the organization's project management office and governance structures.

• Manage the end-to-end delivery of infrastructure and software development programs, focusing on scope, budget, and risk mitigation.
• Lead and coordinate multiple internal and external delivery teams through hands-on engagement and support.
• Establish and roll out a standardized PMO framework to ensure consistent reporting and scope management across the portfolio.
• Design and oversee quality review cycles and governance cadences within the delivery lifecycle.
• Facilitate portfolio prioritization and strategic capacity allocation across parallel organizational initiatives.
• Coach and mentor internal project leaders to ensure the long-term anchoring of project management methodologies.

• You have 8+ years of experience in program and project management within IT Infrastructure and Software Development.
• You possess 8+ years of experience with methodologies such as PRINCE2, PMBOK, PMI, or MSP.
• You bring 5+ years of experience using Jira and Confluence for project tracking and collaboration.
• You have 5+ years of experience applying Agile and Scrum methodologies in complex environments.
• You possess 5+ years of experience with data visualization and reporting in Power BI.
• You have a proven track record of setting up and rolling out PMO structures in regulated or public sector environments.
• You bring expertise in governance maturity frameworks such as CMMI.
• You possess significant experience in portfolio prioritization and capacity management.
• You have strong skills in coaching and change management within technical teams.
• You are fluent in Dutch with C2 level proficiency.

Nice to Haves

• Solid knowledge of ITIL processes and frameworks.
• Proficiency in MS Excel, Project, and PowerPoint.
• Experience working with SharePoint for document management.
• Familiarity with SQL Developer.
• Previous experience working in a public or governmental context.
