TiTANS Consulting is seeking a Lead Program Manager to govern and deliver a multi-initiative Data Transformation Program in Belgium. The role requires coordinating initiative owners, aligning with executives, and driving a coherent roadmap with a shared governance model.

You will shepherd governance forums, manage dependencies, and report progress, risks and value realization to senior leadership. 60% on-site and 40% homeworking is expected.

Mission context
The Lead Program Manager is responsible for the definition, governance, coordination and successful delivery of the organization's strategic Data Transformation Program, composed of:
- I988 n DMS 2.0 Self-Service Data Platform
- I1572 n Decommissioning Legacy BI & Technology Evolution
- I1573 n Reporting Tooling Simplification

The objective of the program is to transform the bank's analytical and reporting landscape by:
- establishing a modern Self-Service Data Platform;
- enabling the creation and adoption of reusable Data Products;
- simplifying and modernizing reporting technologies;
- accelerating Power BI adoption;
- reducing technical debt and operational costs through the progressive decommissioning of legacy BI solutions;
- ensuring alignment with the bank's Data Management Strategy and long-term target architecture.

The success of the mission of the Lead Program Manager will be highly dependent on the ability to cooperate with the Initiative Owners of the above mentioned initiatives, as well as with the IT Delivery lead of the transformation. It is his mission and accountability to ensure that the three initiatives operate as one coherent transformation program with a shared strategy, roadmap, governance model and delivery plan. The mission is set out for a 6 month period with a possible extension of 3 months - it is the responsibility of the program manager to set all elements in place and prepare the organization and the 3 initiative owners to take over and ensure the delivery of the program without the need for a lead program manager beyond this period.

• Define, maintain and drive the overall transformation roadmap across the three initiatives.
• Align program objectives, priorities and success criteria with Executive Management and key stakeholders.
• Ensure alignment with the bank's Data Management Strategy, target operating model and technology strategy.
• Establish and maintain an effective governance model across all initiatives and stakeholders.
• Prepare and lead executive steering committees and decision forums.

Executive Stakeholder Management

• Act as the primary point of contact for Executive Management, senior business stakeholders and IT leadership.
• Provide clear, concise and fact-based reporting on program progress, risks, budget and value realization.
• Facilitate strategic decision-making and ensure rapid escalation when required.
• Build strong partnerships across Tribes, Reporting Teams, IT, Architecture, Risk, Compliance and Data communities.

Program Coordination & Delivery

• Coordinate the Initiative Owners and Delivery Leads of I988, I1572 and I1573.
• Ensure consistency of priorities, milestones, dependencies and resource allocation across initiatives.
• Drive integrated planning, delivery follow-up and benefits realization.
• Identify, manage and resolve cross-program dependencies and impediments.
• Ensure timely delivery of agreed program outcomes and business value.
• Drive adoption of Data Products, Self-Service capabilities and the target reporting landscape.
• Ensure that business, reporting and data communities are effectively supported during the transformation.
• Coordinate communication, training and change management activities.
• Promote a data-driven culture and support organizational adoption of new capabilities.
• Own the program risk and dependency landscape.
• Ensure compliance with internal governance, security, risk and regulatory requirements.
• Anticipate strategic delivery risks and define mitigating actions.

Language requirements

• Dutch: Strong written and spoken communication skills in NL-FR-EN
• French: Strong written and spoken communication skills in NL-FR-EN
• English: Strong written and spoken communication skills in NL-FR-EN

Certification

PMP, PgMP, Prince2 Practitioner, MSP or equivalent Program Management certification.

Telework

Expectation: 60% on site & 40% homeworking

Required experience / knowledge

Minimum 10 years of experience in Program Management, Strategic Transformation or Enterprise Change Management

Technical experience mandatory

• Enterprise Data Platforms and Data Management concepts.
• Data Products, Data Governance and Data Operating Models concepts.
• Familiarity with Reporting and Analytics ecosystems.
• Agile delivery at scale and hybrid delivery models.

Technical experience preferable

• Self-Service Data Platforms.
• Power BI migration programs.
• Cloud and modern data technologies.

Business experience mandatory

• Proven experience leading large-scale, multi-year transformation programs (>5M budget).
• Proven experience coordinating multiple project managers, product owners and delivery organizations.
• Strong experience working directly with senior executives and steering committees.
• Experience managing complex stakeholder environments across Business and IT.
• Demonstrated success in technology modernization, platform transformation or enterprise data programs.
• Budget management and financial follow-up.
• Vendor and partner management experience.

Business experience preferable
