Randstad Digital Belgium seeks a Portfolio Manager to join a major European Institution in Brussels. You will oversee the digital strategy website, the online community platform, and the news CMS, aligning deliverables with available resources. You will analyze needs, define work packages, review deliverables, and manage risks.

You will lead cross-functional teams and coordinate with stakeholders to ensure project success. Experience with Drupal/PHP, portfolio budgeting, and QA/UAT is valued.

We're looking for a Portfolio Manager to join a renowned European Institution. The DG's unit is working on several projects in the Web domain. All these projects strive to incorporate innovative solutions (chatbots, multilinguism, NLP...) while reusing as much as possible existing modules, relying on corporate solutions:

• Flagship website of the DG (digital strategy replacing the digital single market)
• Community platform
• Corporate content management system focused on the creation and dissemination of information and dynamic content (news, events, documents, consultation, funding, information on programs, speeches, press releases, etc.)
• Policy specific platforms
• Data and text analytics for e-government initiatives (e.g. stakeholder engagement and consultation, sentiment analysis...).

Your responsibilities

As a Portfolio Manager, you will be responsible for managing digital strategy website, our online community platform and our news content management system, taking into account available resources. It includes the analysis of the need, the definition of work packages, the review of deliverables, and the quality control, risk analysis as well as daily management and follow-up.

Moreover, you will be responsible for managing the portfolio of web projects and services based on Drupal/PHP (e.g. website - CMS, community platform, news management system) that may include, among others, the following activities:

• Allocate resources according to need, defines work packages, reviews deliverables, and ensure quality control, risk analysis as well as daily management and follow-up
• Lead problem resolution
• Participate in working groups and progress meetings
• Manage portfolio planning and resources
• Report progress, risks and potential changes in scope to relevant stakeholders
• Assess change requests and coordinates change management
• Ensure that the deliverables fulfil the business requirements of the portfolio (e.g. site/page structure and navigation)
• Oversee quality assurance and user acceptance testing
• Provide effective leadership for the different project teams, ensuring that project managers and team members are motivated and constantly developing their skills and experience

Your profile

• You have strong technical understanding of Drupal and PHP web platforms, CMS ecosystems, and digital platforms
• You have a proven ability to manage portfolios, allocate team resources, define work packages, and control budgets and schedules
• You have experience overseeing quality control, user acceptance testing (UAT), and risk management
• You have experience leading cross-functional project teams
• Experience in the public sector is a plus
