European Endowment for Democracy (EED) in Brussels is seeking a Monitoring, Evaluation and Learning (MEL) Specialist to strengthen how we monitor grants, improve reporting and turn evidence into learning for better decisions.

The role requires a Master’s degree and at least two years of MEL experience in democracy support or international development, with strong skills in logframes, donor reporting and data analysis, including PowerBI. Starting November 2026, 2-year contract, on-site role.

Qualifications

• Master's degree in development studies, economics, political science, sociology, European affairs or related field.
• At least two years of professional MEL experience in civil society or international development.
• Experience with logframes, results frameworks and donor reporting.
• Strong analytical and research skills, including both qualitative and quantitative methodologies.
• Excellent written English and confidence drafting reports for donors.
• Experience using digital tools such as PowerBI, AI applications or similar data management platforms.

Responsabilités

• Strengthen monitoring, evaluation and learning across the grant portfolio.
• Help strengthen MEL capacity across EED and with country staff.
• Develop monitoring plans and review final grant assessments.
• Prepare donor logframes and maintain reporting data in EU OPSYS.
• Review narrative reports for quality and consistency of MEL data.
• Build dashboards and improve access to MEL data with PowerBI and other tools.
• Explore how AI can improve data analysis, reporting and learning.
• Conduct desk research to support evaluations and case studies.
• Support across teams to share evidence and learning.
