Euroclear, based in Brussels, Belgium, seeks an IT Program Manager in the Group Digital Capabilities (GDC) division to oversee end‑to‑end delivery of strategic initiatives aligned with business goals.

You will lead a team of IT Project Managers, manage budgets, risks and resources, and maintain plans and forecasts while reporting progress to senior leadership and the Sponsorship Committee, promoting Agile delivery across squads and functions.

Qualifications

• Extensive IT program management experience in software projects.
• Strong capability in cost management, risk assessment, and resource planning.
• Financial industry experience and stakeholder management across IT, business and operations.
• Ability to apply systems thinking across teams, processes and deliverables.
• Proven change management and servant‑leadership skills.
• Excellent negotiation and conflict resolution abilities.
• High adaptability to changing priorities and business needs.
• Proficient with Microsoft Office 365 (Excel, SharePoint, Word, PowerPoint, Outlook).
• Fluent English communications, both written and spoken.
• Experience with Agile frameworks.

Your Day‑to‑day Mission

• Lead and develop a team of IT Project Managers to support strong performance and delivery excellence.
• Build strong stakeholder relationships across all organisational levels.
• Oversee a portfolio of complex projects, ensuring scope, budget, timeline, and quality objectives are met.
• Maintain project plans and forecasts, monitoring and managing resources, costs, risks, and dependencies.
• Lead large‑scale, highly complex activities across squads, IT, and business divisions to achieve strategic objectives.
• Report progress clearly and regularly to senior leadership and business stakeholders.
• Take proactive measures to ensure project compliance with internal policies and Agile delivery practices.
• Provide regular updates to management and the Sponsorship Committee.
• Drive risk, issue, and change control processes, ensuring smooth transition and timely resolution.

What you need to have to succeed in this role

• Solid experience in software IT program management.
• Solid experience in cost management, risk assessment, and resource planning.
• Technical expertise and experience in the financial industry.
• Proven ability to engage and influence diverse stakeholders, including IT, business, and operations teams.
• Ability to apply systems thinking to assess interdependencies across teams, processes, and deliverables to ensure cohesive and scalable execution.
• Ability to implement change, resolve issues, and oversee other project managers while demonstrating a servant‑leadership mindset.
• Effective negotiation and conflict resolution abilities.
• A high degree of adaptability to navigate changing priorities and evolving business needs.
• Advanced proficiency in Microsoft Office 365 (pivot tables, SharePoint collaboration, Word, Excel, PowerPoint, Outlook).
• Strong command of English, both written and spoken.
• Experience working within Agile frameworks.

• Certification in PRINCE2, PMI, or similar project management frameworks.
