Job summary

Australian Submarine Agency in Canberra seeks an EL1 HR Officer to lead strategic HR initiatives within the People Services Branch, guiding workforce planning, talent management and employee engagement. You will provide professional HR advice to managers and senior leaders, manage competing priorities, and drive continuous improvement across HR programs in a fast-paced public sector environment.

This is a full-time position offering the chance to contribute to Australia’s national security

Qualifications

• Experience in one or more human resources disciplines within a complex organisation.
• Ability to provide professional HR advice to managers and senior leaders.
• Strong analytical and problem-solving skills with evidence-based recommendations.
• Excellent written and verbal communication skills across diverse stakeholders.
• Strong stakeholder engagement and relationship management capabilities.
• Leadership behaviours consistent with APS values and employment principles.
• Understanding of the Australian Public Service employment framework.

Responsibilities

• Lead development and implementation of workforce and people-related initiatives.
• Provide strategic and operational HR advice to managers and senior leaders.
• Support workforce planning, organisational design and capability development activities.
• Design and deliver talent, learning and development, and employee engagement initiatives.
• Contribute to recruitment, retention and talent management strategies.
• Interpret, advise on and apply relevant legislation governing HR in the public sector, including the APS Act.
• Contribute to Enterprise Agreement bargaining and development of ASA policies and guidance documents.
• Analyse workforce data and prepare reports, briefings and recommendations.
• Build productive relationships with internal and external stakeholders.
• Lead projects and drive continuous improvement across HR programs and services.
• Manage resources and competing priorities to achieve business outcomes.
