Job summary

Central Highlands Regional Council in Emerald is seeking a Senior Development Compliance Officer to lead investigations, assessments and inspections within the planning and building framework. You will work closely with the Coordinator Development & Planning and drive compliance activities while delivering clear documentation and outcomes.

The role requires a degree in Building, Compliance or Urban and Regional Planning, plus relevant certificates and licences.

Qualifications

• Degree in Building, Compliance, Urban and Regional Planning or related discipline.
• Pool Safety certificate (or ability to obtain).
• General Construction Induction Carrd (or ability to obtain prior to commencement).
• Queensland C class provisional drivers licence.

Responsibilities

• Lead investigations, assessments, inspections and compliance activities.
• Coordinate with the Coordinator Development & Planning on enforcement actions.
• Prepare documentation and act as a witness for enforcement in courts.
• Develop, implement and monitor policies to meet council goals.
• Deliver high-level customer service and manage competing priorities.

Central Highlands Regional Council is seeking an experienced Senior Development Compliance Officer to join our Emerald team. Working closely with the Coordinator Development & Planning, you'll lead investigations, assessments, inspections, and compliance activities while building your expertise across a diverse range of matters. To be considered for this opportunity, you will need to possess:

Mandatory:

• Minimum of Queensland C class provisional drivers licence.
• Degree qualification in Building, Compliance, Urban and Regional Planning or relevant discipline.
• Pool Safety certificate (or ability to obtain)
• General Construction Induction Carrd (or ability to obtain prior to commencement)

Level 6

Mandatory:

• Demonstrated experience in the enforcement of the provisions of the planning scheme, and relevant planning, plumbing and building legislation.
• Significant experience in the coordination and investigation of compliance matters on behalf of a local government.
• Demonstrated experience in the preparation of documentation, and capacity to act as a witness as necessary for enforcement action in the relevant courts.
• Demonstrated experience in the preparation of reports and work logs, including documentation that may be required for legal proceedings.
• Demonstrated experience to conduct investigations and inspections as required.
• High-level experience in the development, implementation, review and monitoring of policies, practices and guidelines to achieve corporate goals.
• Experience with the identification, preparation, implementation and monitoring of unit goals and objectives and developing strategies to ensure goals and objectives are achieved.
• Management of service delivery to ensure a customer service-focused culture that is committed to Council’s values and priorities.
• Demonstrated, high-level time management capabilities whilst handling multiple competing priorities that are sensitive in nature.
• 3-5 years’ experience in similar compliance role with preference for a local government compliance role.

Level 7 (in addition to the requirements identified above for a level 6)

Mandatory:

• Minimum 7 years' experience in similar compliance role with preference for local or state government compliance role.
• Extensive experience in the enforcement of the provisions of the planning scheme, relevant planning, plumbing and building legislation and understanding of council’s policies and procedures.
• Extensive experience with the identification, preparation, implementation and monitoring of unit goals and objectives and developing strategies and compliance programs to ensure goals and objectives are achieved.
• Demonstrated experience in operating in politically sensitive environments.
• Expertise in negotiating positive outcomes with high level customers.
• Demonstrated experience in effectively leading and managing teams.
