Job summary

AAR Consulting Group is seeking a Manager Operations (incl procurement / contracts) to lead the NSW government agency's operations, procurement, and contract governance. You will drive service delivery, manage stakeholder relationships, and provide leadership across business operations.

The role focuses on procurement governance, contract oversight and coordination of operational procedures, with a strong emphasis on risk, compliance and performance reporting for land and infrastructure projects.

Manager Operations (incl procurement / contracts)

Our client is a NSW government agency that buys, manages and transfers land to local councils and other NSW Government agencies - with theland being used to deliver more public open spaces, green corridors and infrastructure like rail and roads

Role Description:

The Manager Operations will be responsible for leading operational functions, driving service delivery outcomes, managing stakeholder relationships and providing leadership across business operations

Responsibilities:

• Lead the day-to-day business administration function for the agency to ensure smooth operations across the team; including coordination, reporting and document management


• Lead and oversee procurement activities undertaken by team members; ensuring compliance with NSW Government procurement policies, probity requirements and organisational procedures


• Provide guidance and quality assurance on procurement documentation, sourcing strategies and evaluation processes to support effective and compliant outcomes


• Monitor and administer contracts and service providers - with a key focus on the Ground Maintenance and Bushfire Risk Mitigation Contract; ensuring deliverables, timelines, and KPIs are met


• Support Work Health and Safety (WHS) compliance, including oversight of contractor WHS performance, maintaining records, and ensuring adherence to safety requirements and standards


• Assist with the development, implementation, and review of operational procedures, risk management practices and compliance frameworks


• Prepare and oversee reports, dashboards, and performance tracking related to procurement, contracts and operational service delivery.


• Coordinate and support audit activities, inspections and regulatory compliance; ensuring accurate documentation and timely responses.


• Drive continuous improvement initiatives across operations, procurement governance and contract management practices


• Liaise with internal stakeholders and external partners to support effective service delivery and operational outcomes.


• Ensure accurate oversight of financial, contractual, and operational data within relevant systems

Skills and Experience:

• Strong operational management, people leadership, stakeholder engagement and strategic delivery experience


• Experience with implementation of the NSW Procurement Policy Framework


• Project Management skills


• Experience in the development of policies


• Experience managing day-to-day administration while ensuring strict compliance with procurement, probity, WHS and regulatory frameworks


• Experience working across procurement and contract management activities while providing oversight and assurance across team members


• Experience managing complex contracts and service providers
