Job summary

KPMG Australia is seeking a Line 2 Compliance Manager to embed the Three Lines of Defence model and lead the design, implementation and oversight of the compliance framework, with a focus on AML/CTF, AFSL obligations and broader regulatory matters.

You will provide independent oversight, advise Line 1 teams, and engage with regulators such as ASIC and AUSTRAC, delivering training and monitoring to uplift compliance across the business.

Qualifications

• Minimum experience in a compliance or risk role within financial services.
• Strong understanding of AML/CTF obligations and regulatory requirements.
• Ability to interpret complex ownership structures to meet AML/CTF obligations.
• Solid knowledge of Corporations Act, ASIC Regulatory Guides and AFSL requirements.
• Experience in second line (Line 2) compliance or risk functions.

Responsibilities

• Provide Line 2 oversight across business activities to assess compliance with regulatory obligations.
• Support the implementation and continuous enhancement of the compliance framework, policies, controls, and procedures.
• Advise Line 1 teams on complex KYC, CDD, and client onboarding matters.
• Review and challenge client risk assessments, CDD outcomes, and onboarding decisions.
• Monitor adherence to AFSL obligations and provide guidance on regulatory requirements.
• Provide Line 2 oversight of AML/CTF obligations, including risk assessments and testing.
• Advise and support Line 1 teams to uplift AFSL and AML/CTF capability while maintaining independence.
• Oversee compliance monitoring, assurance activities, breach and incident management, and emerging regulatory issues.
• Conduct compliance reviews and thematic assessments across regulatory risk areas.
• Deliver compliance advice, guidance, and training to raise awareness of obligations.
• Engage with regulators (ASIC, AUSTRAC, AFCA) on enquiries, reviews and submissions.
