Job description

NSW Land Registry Services - Sydney CBD NSW

For more than 160 years, NSW Land Registry Services has played a vital role in protecting property ownership and giving people confidence in one of life's biggest investments. From those first handwritten titles to today’s digital platforms, we're modernising how land registry services are delivered by embracing technology, simplifying processes, and finding better ways to serve our customers.

Our purpose is to power land certainty for NSW, and our people play a critical role in making that happen.

We are looking for an experienced learning and capability lead to help strengthen capability across LRS. This will be a 12-month Maximum Term Contract.

You’ll work on an exciting project, leading the design and implementation of capability development across a large function, developing the frameworks, competency models, career pathways and learning solutions required to build a highly capable workforce. The role ensures critical skills, knowledge and expertise are developed, supports employee career progression, and strengthens internal talent pipelines to meet current and future needs.

Your Responsibilities

Design and implement capability frameworks, competency models and career development pathways across a large function to develop an internal pipeline of talent.

Partner with leaders, subject matter experts and learners to identify capability gaps, understand learning needs and define desired outcomes.

Translate complex information into practical, engaging, learner-centered learning experiences tailored to the needs of different roles.

Design learning pathways that combine digital learning, facilitator-led sessions, on-the-job development and opportunities to practice and apply new skills.

Scope learning solutions, including learning design approach, timelines, budget requirements and technology considerations.

Develop learning storyboards and learning architecture that supports effective knowledge transfer and capability development, ensuring learning content is structured, intuitive and provides a seamless learner experience.

Establish measurement architecture - defining measures, baseline targets, evidence standards and outcomes.

Facilitate training programs in partnership with leaders and subject matter experts.

Equip leaders with practical tools and coaching approaches to support employee development and reinforce learning on the job.

Design and improve the first 90 days of onboarding to help new starters develop the skills, knowledge and confidence needed to perform effectively in their roles.

About You

To be successful in this role you will have:

Proven experience establishing career and capability pathways within a highly regulated operational environment, ensuring critical skills, knowledge and expertise are developed and sustained across the workforce.

Strong experience designing and implementing capability frameworks, competency models and workforce development strategies.

Deep experience in learning experience design, digital learning technologies and creating engaging learning experience.

Previous experience building and shaping a business led capability function from the ground up is desirable.

Experience establishing learning governance and competency assessment processes.

Ability to influence senior stakeholders.
