Job summary

NSW Land Registry Services invites an experienced leader to own the Digital Plans product and services, guiding design, development and continuous improvement to deliver accurate, timely, and customer-focused outcomes within the NSW land titles system.

You will lead roadmaps, collaborate with regulators and Spatial Services, and drive digital transformation to enhance service delivery and compliance across platforms and enabling systems.

Job Description
Your Opportunity

The provides strategic and product management leadership across service design, product development and improvement support for the Digital Plans program to drive performance, service excellence, continuous improvement and transformation initiatives, while ensuring effective governance and consistent application of legislative, regulatory and policy frameworks. The role leads the design, optimisation and enablement of Digital Plans services and supporting products to ensure accurate, timely and customer-focused outcomes that maintain the integrity and reliability of the NSW land titles system.

Your Responsibilities
  • Own the Digital Plans product and services from design and delivery through to continuous improvement including automated examination and digital lodgement processes, to ensure accurate, timely and customer-focused outcomes that maintain the integrity of the NSW land titles system and meet legislative, regulatory and service delivery requirements.
  • Lead the development and execution of product roadmaps for Digital Plans platforms and enabling systems to support service delivery capability, continuous improvement and alignment with organisational, regulatory and industry priorities.
  • Manage planning, prioritisation and coordination of service design and product initiatives across Digital Plans to ensure effective integration of operational services, systems and delivery outcomes within agreed quality, time, risk and performance standards.
  • Lead or contribute to the development and continuous improvement of operational policies, procedures, standards and frameworks to strengthen governance and ensure consistent application of legislative and policy requirements.
  • Drive and implement technology-enabled transformation, automation and digital innovation initiatives, including Digital Plans automated examination and cadastre-related enhancements, to improve operational efficiency and customer outcomes.
  • Monitor and analyse service performance, system effectiveness, customer outcomes and emerging risks and provide strategic advice and recommendations to support informed decision making and continuous improvement.
  • Build and maintain effective relationships with regulators and external stakeholders including surveyors and Spatial Services to support regulatory engagement, industry alignment and delivery of Digital Plans and related initiatives including digital cadastre and CRE/CRV programs.
About You
Desired Skills and Experience
To Be Successful In This Role You Will Have
  • Tertiary qualifications in business, computer science or other related field.
  • Strong capability and demonstrated experience in service design, product management and stakeholder engagement to support delivery of integrated operational and digital system outcomes.
  • Extensive experience within complex operational or regulated service delivery environments, including digital plans, spatial data or land registration services.
  • Extensive experience interpreting and applying legislation, policies and spatial or land administration frameworks to support consistent and risk-based decision making.
  • Strong understanding of operational service environments with experience supporting delivery against agreed service standards, quality measures and KPIs.
  • Demonstrated experience contributing to technology-enabled transformation and digital initiatives, including automation and spatial or cadastre-related systems.
  • Highly developed communication and influencing skills supported by strong domain knowledge of digital plans, spatial services and enabling platforms, and relevant tertiary qualifications.
