Job summary

Perth Airport Pty Ltd in Western Australia seeks an experienced Estimating Manager to lead the estimating and tendering function across a diverse capital portfolio, developing standards and governance to support cost advice from planning through delivery.

You will review estimates, manage cost benchmarking, collaborate with external QS and consultants, and drive continuous improvement while mentoring the estimating team.

Perth Airport is delivering a significant portfolio of aviation, infrastructure and development projects that will shape the future of Western Australia’s aviation gateway. We are seeking an experienced Estimating Manager to lead the estimating function across our capital portfolio, providing expert cost advice, governance and commercial insight that supports informed investment decisions and successful project delivery. Reporting to the General Manager, Portfolio Services, this role will establish and maintain estimating standards, lead tendering and cost assurance activities, and provide strategic estimating support across projects from early planning and development through to delivery and operational readiness. Working closely with project teams, consultants, contractors and senior stakeholders, you will ensure estimates are robust, market-informed and aligned with industry best practice.

About the role

Lead and continuously improve Perth Airport's estimating and tendering function across a diverse capital portfolio. Develop, implement and maintain estimating standards, frameworks and governance processes that support accurate and consistent project cost advice. Provide strategic and operational estimating support from project development through construction, commissioning and operational readiness. Establish and maintain cost benchmarking data, rate libraries and estimating databases to support portfolio planning and decision making. Review, validate and challenge project estimates, tender submissions and commercial assumptions to ensure accuracy and reliability. Conduct tender assessments, cost comparisons and quantitative risk analysis to support procurement and investment decisions. Provide guidance on estimating methodologies, contingency development, estimate classifications and cost planning practices. Collaborate with external Quantity Surveyors and consultants to ensure estimates align with Perth Airport's standards and expectations. Assess significant project variations and provide commercial advice throughout project delivery. Support stage‑gate governance through the preparation of cost estimates, budget allowances and risk assessments. Lead lessons learned activities and incorporate findings into future estimating approaches and tender evaluations. Build strong working relationships with project teams, senior leaders, consultants and industry partners. Champion continuous improvement initiatives, ensuring estimating systems, processes and controls remain aligned with industry best practice. Lead, coach and develop estimating capability while fostering a collaborative, accountable and high‑performing culture.

About You

You combine technical expertise with strong stakeholder management skills and can confidently influence decisions across a complex project portfolio. Tertiary qualifications in Quantity Surveying, Construction Management, Cost Engineering, Engineering, Architecture or a related discipline. Extensive experience preparing, managing and reviewing complex project estimates for major capital projects. Demonstrated leadership experience within an estimating, pre‑construction, project controls or commercial function. Strong knowledge of estimating methodologies, cost planning, benchmarking, tender evaluation and commercial risk assessment. Experience supporting major infrastructure or building projects valued in excess of $100 million. A sound understanding of construction contracts, procurement models and project governance frameworks. Experience developing and improving estimating standards, systems, procedures and quality controls. Strong analytical capability, commercial acumen and attention to detail. Excellent stakeholder engagement and influencing skills, with the ability to build credibility and trust across multidisciplinary teams. The ability to manage competing priorities while maintaining high standards of accuracy and governance. A proactive mindset focused on continuous improvement and innovative ways of working. Strong planning and organisational skills, with the confidence to make informed decisions and balance risk, opportunity and business outcomes. Proficiency in estimating and project management systems such as CostX, P6, Aconex and Microsoft 365 applications. Chartered or professional accreditation with a recognised industry body will be highly regarded.
