Job summary

Bechtel in Perth, WA seeks a Baseline Refresh Manager to lead development, governance and maintenance of the project baseline. You will integrate scope, schedule, cost, risk and contractual requirements into a controlled, traceable execution basis and oversee change control, reporting and forecasting with cross-functional teams.

Qualifications

• Bachelor's or master's degree in engineering, construction management, project management, quantity surveying, business or related field.
• 15+ years of relevant experience; or 19+ years in lieu of a degree.
• Significant experience in project controls, planning and scheduling, cost control, and change management on large projects.

Responsibilities

• Leads the establishment, approval and maintenance of the integrated project baseline refresh, covering scope, schedule, cost, progress measurement, key assumptions and supporting basis documentation.
• Facilitates baseline development and risk workshops with Project Managers and delivery teams to validate scope and risks.
• Enhances baseline governance, procedures, coding structures and approval authorities.
• Ensures approved scope, estimates, budgets, schedules and milestones are aligned and traceable to contracts.
• Supports baseline change control and incorporation of authorised changes into cost and schedule systems.
• Coordinates with Project Controls and Contract teams to distinguish baseline changes from trends and claims.
• Oversees reconciliation of baseline data, forecasts and performance measures, driving timely resolution.
• Leads baseline refresh reviews and contributes to reporting, forecasting and recovery planning.
• Assesses cost, schedule and commercial implications for the baseline refresh.
• Monitors baseline integrity and recommends corrective actions for inclusion in the baseline.
• Communicates baseline status, impacts, risks and decisions to leadership and stakeholders.
• Coordinates input and facilitates reviews to secure timely agreement on scope and interfaces.
• Provides leadership and coaching to project controls personnel.
• Engages SMEs to obtain technical data for validation of deliverables.
• Supports data for negotiations, contract changes, claims and schedule relief.
• Ensures records remain complete, auditable and compliant with management requirements.
• Authors Baseline Refresh Basis and Assumptions.
• Acts as Baseline Refresh Manager coordinating endorsements from Bechtel leadership and boards.
