Joint Tank services FZCO in Dubai seeks a seasoned QHSE Manager to develop and maintain health, safety and environmental management systems across ISO tank depot and chemical logistics operations. Responsibilities include leading audits for ISO 9001, 14001, 45001 and SQAS, coordinating with Dubai civil defense, regulatory bodies, and driving continuous improvement while promoting a positive safety culture.
Qualifications include NEBOSH IGC/Diploma, ISO lead auditor, and 8+ years in QHSE roles;
Propose, implement and monitor measures necessary to comply with health, safety and environment related legislation, codes of practice and local and international standards and regulations, and its statutory obligations. To develop, implement and continually improve the occupational health, safety and environmental management systems. Develop, review and update QHSE manuals, policies, procedures, plans, SOPs, risk assessments and related documentation to ensure that it remains effective, accurate, up-to-date and relevant. Manage all QHSE activities across the ISO tank depot and chemical logistics operations. Ensure compliance with SQAS, ISO 9001:2015, ISO 14001:2015, ISO 45001:2018, ISO 22241. Lead, coordinate and facilitate certification, surveillance and recertification audits for ISO 9001, ISO 14001, ISO 45001 and ISO 22241 through accredited certification bodies, ensuring timely preparation, compliance and successful completion of audit requirements. Maintain sustainability quality assessment system SQAS and integrated management system IMS. Liaise with local regulatory authorities and relevant statutory bodies to ensure compliance with applicable regulations, obtain necessary approvals and permits and address QHSE-related requirements. Assist in preparing comprehensive waste management report for submission to Dubai municipality DM. Supervising chemical inventory report preparation and submission to Dubai civil defense DCD in timely manner. Obtaining dangerous goods storage warehouse approval from Dubai civil defense DCD. Obtaining Dubai civil defense DCD safety certificate for the chemical facility. Obtaining EHS approval provisional chemical permit for new chemicals. Coordinating with Trakhees approved risk assessment RA and environmental impact assessment EIA consultant for carrying out necessary study as and when required. Promote positive safety culture in workplace by actively engaging and influencing workforce. Advise management on all safety, health and welfare matters. Conduct emergency response drills in accordance with the approved internal emergency mock drill plan and coordinate with Dubai Civil Defense DCD to verify emergency preparedness, response effectiveness and compliance with regulatory requirements. Identify and develop an effective safety training program to be delivered to the workforce. Conducting regular training sessions that equip employees with the knowledge they need to protect themselves and their colleagues. To conduct routine site safety inspections to ensure operational area is compliant in all matters relating to OHS E. To record and maintain a database of all inspections conducted to follow up and identify corrective actions. Issue and manage Permit-to-Work PTW for hazardous, high-risk and non-routine activities to ensure that appropriate controls are implemented and work is executed safely and in compliance with established procedures and regulatory requirements. Verify safety precautions stipulated on permits to work, risk assessments and job safety analysis are being implemented. Conducting incident investigation, review, statistically analyse and interpret the results of medium and high risk actual or potential incidents with the view of identifying root cause, common features, trends and underlying features and establish areas of improvement and control measures directed at preventing the recurrence of similar accidents/incidents in the future. Implement and manage Behaviour-Based Safety BBS programs through employee interviews and workplace observations to identify, assess and address unsafe acts, conditions and behaviours. Engage with employees to promote safe practices, encourage hazard reporting, provide feedback and implement corrective actions to strengthen safety culture and prevent incidents. Responsible for implementation of CSR with the guidance of the General Manager. Organise monthly safety committee meeting. Verify third party certification for lifting equipment, gear, pressure vessels equipment. Conducting internal audit. Address the non-conformances for closure and identify corrective action and opportunity for improvement. Ensuring indoor and outdoor air quality monitoring and noise level monitoring to verify compliance with local health and safety regulations. Ensuring effective system for collating, analysing, tracking and reporting HSE data.
Preferably a bachelor's degree in engineering or a related discipline. Professional safety certification such as NEBOSH International General Certificate (IGC), NEBOSH Diploma, IOSH Managing Safely, or equivalent recognized HSE qualification. Certified Lead Auditor or Internal Auditor for ISO 9001, ISO 14001, and ISO 45001. SQAS Assessor qualification or experience in implementing and maintaining SQAS standards will be a strong advantage. Minimum 8 years of experience in a similar QHSE role within an ISO Tank Depot, chemical logistics, tank terminal, or hazardous chemicals industry. Good knowledge of ISO 9001, ISO 14001, ISO 45001, and SQAS requirements. Familiarity with hazardous chemicals, DG regulations, emergency response, and risk management. Strong communication, reporting, analytical, and problem-solving skills. Proficiency in Microsoft Office applications.
