Job summary

Stockmeier Urethanes ME LLC in Dubai seeks a Health, Safety and Environment Leader to implement policies, lead risk assessments and drive safety culture across production and maintenance.

You will manage incidents, coordinate emergency preparedness, ensure regulatory compliance, and oversee contractor HSE performance, with NEBOSH certification and 6–8 years' experience.

Qualifications

• Bachelor's Degree or Diploma in Occupational Health & Safety, Environmental Science, Chemical Engineering, Industrial Safety, or related discipline.
• NEBOSH Certification (Mandatory); Fire Safety, Emergency Response or related certifications preferred.
• 6-8 years of progressive HSE experience within chemical, polyurethane, petrochemical, or process manufacturing environments.
• Hands-on experience in manufacturing plant operations, safety audits, incident investigations, and contractor safety management.
• Strong knowledge of UAE HSE regulations and manufacturing compliance requirements; ISO 45001 and ISO 14001 familiarity.

Responsibilities

• Health Safety Compliance: implement and monitor HSE policies, procedures and programs in line with UAE regulations and industry best practices.
• Risk Management Process Safety: lead hazard identification, risk assessments and safety reviews across production and maintenance operations.
• Incident Management Emergency Preparedness: investigate incidents, near misses and unsafe conditions; coordinate emergency drills and readiness.
• Training Safety Culture: deliver HSE inductions and toolbox talks; drive proactive reporting and contractor safety compliance.
• Environmental Management: monitor waste management, emissions and hazardous material disposal; support audits and reporting.

Job description

Health Safety Compliance

• Implement and monitor HSE policies, procedures and programs in line with UAE regulations and industry best practices
• Conduct safety inspections, audits and compliance assessments
• Drive corrective and preventive actions
• Ensure safe handling, storage and processing of hazardous chemicals
• Monitor compliance with PPE requirements, permit-to-work systems and safe work practices
• Maintain HSE records, regulatory documentation and compliance reports

Risk Management Process Safety

• Lead hazard identification, risk assessments and safety reviews across production and maintenance operations
• Support Change processes for operational and facility modifications
• Ensure compliance with SDS/MSDS requirements and chemical safety protocols
• Evaluate chemical exposure risks and implement effective control measures

Incident Management Emergency Preparedness

• Investigate incidents, near misses and unsafe conditions, conduct root cause analysis and recommend corrective actions
• Manage incident reporting systems and track action closure
• Coordinate emergency preparedness programs, including fire drills, spill response and evacuation exercises
• Ensure readiness and maintenance of emergency response equipment

Training Safety Culture

• Deliver HSE inductions, toolbox talks and safety awareness programs in coordination with HR Dept
• Promote proactive reporting of unsafe acts and conditions
• Oversee contractor HSE compliance and site safety requirements
• Drive continuous improvement in workplace safety culture

Environmental Management

• Monitor waste management, emissions and hazardous material disposal processes
• Ensure proper segregation, storage and disposal of hazardous and non-hazardous waste
• Support environmental compliance audits and reporting requirements
• Strong knowledge of HSE management systems within chemical or process manufacturing industries.
• Expertise in chemical safety, hazardous material handling, risk assessment, and incident investigation.
• Sound understanding of UAE HSE regulations and manufacturing compliance requirements.
• Working knowledge of ISO 45001 and ISO 14001 standards.
• Ability to conduct audits, inspections, compliance reviews, and root cause analysis.
