Job Overview

Parsons Corporation is hiring a senior construction professional to lead the delivery of multi‑level parking facilities, access roads, vehicle circulation systems, and connected infrastructure within a major venue development programme in Dubai, United Arab Emirates.

The Senior Project Manager will manage design, procurement, construction, commissioning, operational readiness, and handover of parking facilities. Responsibilities include maintaining programme, budget, quality, safety, and capacity objectives while coordinating multidisciplinary consultants, contractors, suppliers, authorities, and client representatives.

Key Responsibilities
  • Lead the complete delivery of multi‑level car park facilities from design development through construction, commissioning, and handover.
  • Manage project activities involving parking structures, access roads, ramps, vehicle circulation, drop‑off zones, and associated infrastructure.
  • Establish package execution plans, delivery priorities, interface protocols, and measurable performance targets.
  • Coordinate architects, structural engineers, MEP teams, traffic consultants, ICT specialists, security designers, contractors, and vendors.
  • Review parking layouts, circulation routes, ramp geometry, clearances, bay arrangements, pedestrian routes, and operational capacity.
  • Ensure designs meet project requirements, applicable codes, authority standards, accessibility criteria, and operational objectives.
  • Manage interfaces between structural systems, architectural finishes, MEP services, ICT, security, utilities, roads, and public realm works.
  • Coordinate access and exit connections with surrounding transport networks and adjacent developments.
  • Oversee detailed planning, scheduling, sequencing, and phasing of the car park package.
  • Monitor critical milestones, procurement activities, construction progress, and commissioning readiness.
  • Evaluate project performance against approved cost, programme, quality, safety, and productivity targets.
  • Implement corrective measures and recovery plans where performance falls behind agreed objectives.
  • Lead design reviews, technical workshops, constructability assessments, and multidisciplinary coordination meetings.
  • Resolve design gaps, construction conflicts, operational constraints, and interface issues before they affect delivery.
  • Support procurement strategies, contractor selection, technical bid evaluations, and specialist supplier appointments.
  • Monitor contractor obligations, deliverables, resources, and performance throughout the project lifecycle.
  • Maintain commercial oversight of budgets, forecasts, change requests, variations, claims, and potential cost exposure.
  • Lead project risk management and maintain clear mitigation measures for technical, operational, commercial, and programme risks.
  • Coordinate with Dubai authorities and regulatory agencies to obtain permits, approvals, inspections, and operational clearances.
  • Manage the integration of parking guidance systems, entry and exit controls, ticketing, payment systems, and occupancy monitoring.
  • Oversee CCTV, access control, emergency communications, fire and life safety systems, and security interfaces.
  • Coordinate EV charging infrastructure, electrical capacity, distribution arrangements, and future expansion provisions.
  • Support the implementation of smart mobility technologies and data‑driven parking management solutions.
  • Plan construction logistics and phasing in live, occupied, or operationally constrained environments.
  • Ensure that temporary access, traffic diversions, pedestrian segregation, and emergency routes remain safe and effective.
  • Oversee quality assurance, inspections, testing, and defect management across all package components.
  • Coordinate testing and commissioning of MEP, ICT, parking management, security, lighting, ventilation, and life safety systems.
  • Lead operational readiness activities including training, trial operations, emergency planning, and user acceptance.
  • Review as‑built drawings, operation and maintenance manuals, asset registers, warranties, and handover records.
  • Prepare and present progress reports, risk updates, cost information, key performance indicators, and executive recommendations.
  • Mentor project personnel and promote collaboration, accountability, technical discipline, and delivery excellence.
Ideal Profile
  • Bachelor’s degree in Engineering, Civil Engineering, Construction Management, Architecture, or a related discipline.
  • Master’s degree in Project Management, Engineering, Construction, or a relevant field is advantageous.
  • Minimum 15 years of project or programme management experience on large construction and infrastructure developments.
  • Proven experience delivering major car parking, transportation, venue, mixed‑use, or comparable complex projects.
  • Strong understanding of multi‑storey car park design, structural systems, traffic circulation, access planning, and operational requirements.
  • Experience managing major capital projects from design and procurement through commissioning and handover.
  • Demonstrated capability coordinating multidisciplinary consultants, contractors, specialist vendors, and client stakeholders.
  • Practical knowledge of access roads, ramps, traffic interfaces, parking layouts, utilities, and adjacent infrastructure.
  • Experience integrating parking guidance, access control, security, ICT, EV charging, and smart mobility systems.
  • Strong commercial awareness covering budgets, procurement, contracts, claims, variations, and change control.
  • Comprehensive knowledge of project controls, scheduling, risk management, reporting, and governance procedures.
  • Experience working within live or partially operational environments requiring detailed phasing and logistics planning.
  • Ability to interpret complex technical drawings, specifications, programmes, contracts, and design documentation.
  • Strong stakeholder management skills with the ability to influence authorities, consultants, contractors, and client representatives.
  • Excellent leadership, negotiation, communication, problem‑solving, and decision‑making capabilities.
