Role Context
The Park and Ride Engineer - Rail Access will lead the technical planning and design coordination of Park and Ride facilities linked to a major railway project. The role focuses on parking layouts, station connectivity, access and egress planning, traffic flow, passenger circulation, drop‑off and pick‑up zones, bus and taxi integration, pedestrian access, smart parking systems, and authority coordination. By creating efficient and well‑integrated access facilities, the position helps reduce congestion, improve station usability, support multimodal transport choices, and strengthen the overall passenger experience.
Key Responsibilities
- Lead the planning and design of Park and Ride facilities across feasibility, concept design, detailed design, Design and Construct tender support, procurement coordination, and delivery stages.
- Develop strategies to integrate Park and Ride facilities with railway stations, station entrances, passenger circulation routes, and surrounding transport infrastructure.
- Define technical requirements and layout principles for parking facilities, including capacity, circulation, entry and exit points, traffic flow, user convenience, and operational performance.
- Coordinate access and egress planning to support safe, efficient, and congestion‑free movement for private vehicles, buses, taxis, pedestrians, and other transport users.
- Ensure seamless integration with multimodal transport systems including bus stops, taxi areas, ride‑hailing zones, drop‑off and pick‑up areas, pedestrian routes, and station access points.
- Work with station design, urban planning, traffic engineering, rail operations, road design, landscape, and infrastructure teams to ensure coordinated transport planning.
- Support preparation of Design and Construct tender documentation, including technical specifications, layouts, performance requirements, interface assumptions, and design criteria.
- Develop solutions to optimize passenger flow between parking areas and station entrances while reducing bottlenecks, walking conflicts, and operational delays.
- Identify risks linked to traffic congestion, access constraints, parking demand, circulation conflicts, safety issues, and operational efficiency.
- Develop mitigation strategies for traffic pressure points, poor connectivity, interface gaps, land use constraints, and passenger movement challenges.
- Coordinate with stakeholders, authorities, operators, and transport planning teams to ensure regulatory compliance and alignment with local mobility strategies.
- Ensure Park and Ride design outputs comply with project specifications, safety requirements, transport planning standards, and relevant parking infrastructure guidelines.
- Support integration of smart mobility solutions including parking management systems, real‑time information, digital guidance, wayfinding, occupancy monitoring, and user communication systems.
- Provide technical leadership to the Project Manager and multidisciplinary teams on parking strategy, access planning, passenger movement, and multimodal integration.
- Review drawings, layouts, traffic studies, demand assumptions, access plans, design reports, and tender deliverables for accuracy and coordination.
- Monitor design progress, support technical workshops, resolve interface matters, and help maintain alignment between rail operations and surrounding urban infrastructure.
- Promote practical design decisions that balance passenger convenience, safety, traffic performance, authority requirements, cost, and long‑term operational efficiency.
Ideal Profile
- Engineering degree in Civil Engineering, Transportation Engineering, or an equivalent discipline from a recognized university.
- Minimum 10 years of experience in transportation, parking, rail‑related infrastructure, urban mobility, or large‑scale access planning projects.
- Strong experience in planning and design of Park and Ride facilities, transport hubs, parking structures, or large parking infrastructure within urban or rail environments.
- Relevant expertise in multimodal integration, passenger flow planning, public transport connectivity, and railway station access design.
- Proven ability to manage technical and coordination aspects of complex infrastructure projects involving traffic, access, parking demand, land use, and authority interfaces.
- Strong understanding of traffic engineering, parking demand analysis, vehicle circulation, access and egress optimization, and high‑capacity facility planning.
- Experience integrating parking facilities with urban developments, railway stations, transport corridors, and local transport networks.
- Experience coordinating with local authorities, operators, stakeholders, planners, designers, and multidisciplinary project teams.
- Familiarity with international standards and best practices related to parking design, transport planning, traffic safety, urban mobility, and passenger access.
- Certification or membership with a recognized engineering, transport planning, or relevant professional institute will be an advantage.
- Strong analytical and problem‑solving ability with the confidence to identify risks and develop practical, site‑specific solutions.
- Demonstrable communication and leadership skills with the ability to coordinate teams and engage effectively with stakeholders.
- Ability to operate effectively in complex, fast‑paced, multi‑stakeholder project environments across concept, design, procurement support, and delivery stages.
