Job summary

Qualifications

Role Context

The Senior Project Controls Manager - Stadiums will establish the planning and performance framework needed to deliver complex venue programmes against demanding milestone dates. The position will integrate schedules from designers, contractors, specialist suppliers, operators, authorities, and internal project teams into one reliable master programme. This role will provide management with early visibility of schedule pressure, critical interfaces, emerging delays, procurement constraints, and performance trends. Accurate programme intelligence will support timely decisions, realistic recovery strategies, effective change control, and coordinated delivery across multiple stadium work packages.

Key Responsibilities
  • Lead the preparation, implementation, and continuous maintenance of the integrated project master programme.
  • Incorporate design, procurement, permitting, authority approvals, construction, testing and commissioning, venue readiness, and handover activities into the programme.
  • Establish programme governance, schedule coding structures, planning procedures, update cycles, and reporting protocols.
  • Define progress measurement rules for design deliverables, procurement packages, construction activities, system installation, commissioning, and closeout.
  • Manage planning, scheduling, reporting, forecasting, risk, and performance‑management activities throughout the project lifecycle.
  • Review baseline schedules submitted by consultants, contractors, and specialist suppliers for logic, sequencing, resources, duration, and contractual compliance.
  • Validate schedule updates using supporting evidence, actual progress records, procurement status, and site performance information.
  • Monitor critical and near‑critical paths and highlight activities that may affect contractual or operational milestones.
  • Identify schedule slippage, interface constraints, delayed approvals, resource shortfalls, and long‑lead procurement risks.
  • Develop recovery recommendations, acceleration scenarios, re‑sequencing options, and practical mitigation measures.
  • Assess the effect of proposed changes, design revisions, procurement decisions, and emerging risks on the overall programme.
  • Perform critical path analysis, schedule impact assessment, programme risk evaluation, and delay analysis.
  • Review contractor recovery programmes and determine whether proposed measures are realistic, properly resourced, and technically achievable.
  • Support extension of time reviews through detailed analysis of entitlement events, affected activities, concurrency, and critical path impact.
  • Coordinate programme interfaces between venue structures, MEP services, specialist stadium systems, external infrastructure, utilities, and operational workstreams.
  • Track authority approvals, permits, energization requirements, inspections, and statutory dependencies.
  • Monitor procurement schedules covering tendering, technical approvals, manufacturing, factory testing, shipping, installation, and commissioning.
  • Pay particular attention to long‑lead equipment and specialist venue systems that could influence operational readiness.
  • Lead programme review meetings with consultants, contractors, suppliers, operators, and project stakeholders.
  • Ensure schedule actions, assumptions, constraints, and decisions are recorded and followed through to closure.
  • Prepare executive dashboards, milestone trackers, progress curves, trend reports, KPI summaries, and management presentations.
  • Produce clear weekly and monthly reporting that explains performance, emerging threats, corrective actions, and forecast completion.
  • Apply earned value principles where required to compare planned progress, actual accomplishment, and cost performance.
  • Maintain schedule forecasts and provide reliable completion‑date projections for major packages and programme milestones.
  • Support commercial and procurement teams with programme information for change management, claims review, tender evaluation, and contract administration.
  • Coordinate with risk managers to connect programme risks with mitigation actions, ownership, and schedule contingency.
  • Establish consistent controls across multiple contractors and ensure project data is complete, traceable, and comparable.
  • Lead and mentor project controls personnel responsible for planning, scheduling, reporting, risk, and performance monitoring.
  • Maintain strong quality assurance over schedule data, reports, dashboards, and executive information.
  • Provide strategic advice to the Project Director and senior management on programme health, delivery priorities, and intervention requirements.
Ideal Profile
  • Bachelor's degree in Engineering, Construction Management, Project Management, Quantity Surveying, or a related discipline.
  • Minimum 15 years of experience in programme planning, project controls, project delivery, or construction management.
  • At least 7 years of experience in a senior planning, programme management, or project controls leadership position.
  • Proven ability to develop and control complex integrated programmes for large‑scale multidisciplinary developments.
  • Experience working on stadiums, arenas, airports, convention centers, hospitality developments, rail programmes, or comparable infrastructure projects.
  • Strong understanding of design management, procurement, construction sequencing, testing and commissioning, operational readiness, and handover.
  • Extensive experience managing planning, progress measurement, forecasting, reporting, risk, and performance‑control functions.
  • Advanced knowledge of critical path methodology and schedule logic analysis.
  • Practical experience with earned value analysis, schedule risk assessment, and forensic delay analysis.
  • Ability to evaluate contractor baselines, revised programmes, recovery schedules, and mitigation proposals.
  • Experience supporting extension of time assessments, change evaluations, and delay‑related commercial reviews.
  • Strong understanding of interfaces between multiple contracts, work packages, systems, and stakeholders.
  • Advanced proficiency in Primavera P6 and associated project controls applications.
  • Experience developing dashboards, KPI tools, progress reports, schedule narratives, and executive presentations.
  • Ability to challenge schedule assumptions constructively and communicate complex programme issues clearly.
  • Strong leadership skills with experience managing project controls teams on fast‑track developments.
  • Excellent written and verbal communication skills in English.
  • Ability to manage competing priorities, compressed timelines, and high volumes of programme information.
  • Master's degree in a relevant discipline is preferred.
  • PMP, PMI‑SP, AACE, PSP, or an equivalent professional certification is desirable.
