Role Context The Senior Planning Engineer provides schedule control and planning assurance across major road, bridge, and infrastructure programs. The role connects contractual milestones, authority approvals, design deliverables, procurement activities, construction sequencing, resources, and commercial requirements into a coordinated project timeline. Accurate forecasting and early identification of critical path impacts enable project leadership to make timely decisions, implement mitigation measures, and protect completion targets.
Key Responsibilities
- Develop, review, and maintain detailed baseline, revised, and recovery schedules using Primavera P6 or equivalent planning software.
- Ensure project programs comply with RTA specifications, planning guidelines, and approved work breakdown structures for roads, bridges, and infrastructure works.
- Integrate RTA approval procedures, interim milestones, traffic staging, sectional handovers, and authority dependencies into project schedules.
- Track NOCs, permits, traffic diversion approvals, utility coordination, and other authority requirements that influence project timelines.
- Review contractor programs against contractual milestones, KPIs, phasing requirements, and approved project objectives.
- Prepare master schedules, short-term look-ahead programs, and structured weekly and monthly progress reports.
- Measure actual progress against approved baselines and identify delays, float erosion, sequencing conflicts, and critical path impacts.
- Perform schedule risk assessments, delay analysis, and Time Impact Analysis in accordance with contractual requirements.
- Coordinate planning inputs across construction, design, procurement, commercial, and project controls teams.
- Assess contractor planning submissions, method statements, resource plans, and manpower histograms for consistency with project requirements.
- Provide planning analysis and recommendations to the Project Manager and Resident Engineer to support corrective action and decision-making.
- Prepare and evaluate Extension of Time claims using schedule evidence, substantiation records, and clear delay narratives.
- Monitor procurement activities, long-lead materials, design approvals, authority permits, and other schedule-sensitive deliverables.
- Develop recovery and mitigation programs where progress deviates from contractual or approved targets.
- Lead or support weekly and monthly planning meetings and maintain clear records of agreed schedule actions.
- Integrate cost, cash flow, and resource-loaded planning information where required by the project controls framework.
- Maintain complete planning records, schedule revisions, progress evidence, correspondence, and supporting documentation.
- Ensure planning outputs comply with project controls procedures and QA/QC requirements.
- Mentor junior planning engineers and site planners in scheduling, reporting, progress measurement, and delay evaluation.
- Liaise with clients, consultants, contractors, and authorities on schedule-related issues and planning deliverables.
- Support project close-out through preparation of as-built programs, final schedule records, and completion planning reports.
Ideal Profile
- Extensive experience in project planning and scheduling for roads, bridges, transportation, or major infrastructure construction projects.
- Strong practical knowledge of Primavera P6 and advanced construction scheduling techniques.
- Demonstrated understanding of RTA planning requirements, approval processes, milestones, traffic staging, and authority interfaces.
- Proven ability to develop and assess baseline, recovery, revised, and resource-loaded schedules.
- Strong knowledge of critical path analysis, delay assessment, Time Impact Analysis, and Extension of Time claims.
- Experience reviewing contractor schedules, progress reports, resource histograms, and construction sequencing.
- Good understanding of design, procurement, construction, commercial, and authority dependencies within infrastructure projects.
- Ability to translate complex schedule information into clear recommendations for senior project leadership.
- Strong documentation discipline with experience maintaining auditable planning and project controls records.
- Familiarity with cost-loaded schedules, cash flow integration, and resource forecasting is advantageous.
- Capable of leading planning meetings and coordinating actions across multidisciplinary stakeholder groups.
- Experience mentoring junior planning professionals and improving planning practices across project teams.
- Strong analytical judgment with the ability to identify schedule threats early and develop realistic mitigation strategies.
