Working closely with the Project Lead, contractor planners, site supervision teams, and cost control specialists, the position will assess programme performance, identify emerging delays, and provide detailed analysis to support project administration and contractual decisions.

Programme and Project Controls

• Review construction work scope, quantities, and the logical sequencing of construction disciplines.
• Provide detailed review, analysis, and monitoring of procurement and construction programmes.
• Perform Critical Path Method analysis of programmes submitted by contractors, subcontractors, and utilities.
• Work closely with contractor planners to monitor and, where required, amend the Contractor 's baseline programme.
• Prepare programme information, progress reports, graphs, and critical path analysis for weekly and monthly reporting.
• Report programme risks, opportunities, and potential mitigation strategies to the Project Lead.
• Assess actual site progress against the construction programme and report findings to the Project Lead.
• Provide early warning of potential delay events that could affect project delivery.
• Attend site and coordinate workshops with the supervision team to establish accurate progress snapshots.
• Conduct independent site visits to assess actual Contractor progress against the programme.
• Support the Cost Control Team in understanding programme risks and opportunities associated with additional works and variation proposals.
• Maintain programme monitoring records to support evaluation of Contractor claims and variations.

Delay and Claims Analysis

• Review Time Impact Analysis, Window Analysis, As-Planned versus As-Built analysis, and associated claim particulars.
• Review and establish the chronology of events relevant to time-related claims.
• Investigate potential delay events and assess the presence of concurrent delay.
• Prepare and review prospective and retrospective delay analyses.
• Review Extension of Time claims with reference to applicable contract mechanisms.
• Present and discuss Extension of Time assessments with relevant project stakeholders.
• Provide assistance during negotiations, arbitration, and other forms of dispute resolution.

Qualifications and Experience

• Bachelor 's Degree in Civil Engineering or Construction Management.
• Minimum 20 years of demonstrable experience covering supervision and project administration of planning works for large-scale projects.
• Middle East experience within the consulting industry is required.
• Extensive understanding of construction planning, programme monitoring, and Critical Path Method analysis.
• Experience evaluating construction progress, programme risks, delays, variations, and time-related claims.
• Demonstrated capability in prospective and retrospective delay analysis.
• Experience supporting Extension of Time assessments and contractual dispute processes.
