Role Context
This position supports AECOM 's Transportation business line within its Middle East and Africa operations. The Senior Project Controls Engineer will manage planning, scheduling, cost integration and performance reporting for complex roads, bridges, infrastructure and building projects. The role requires detailed knowledge of RTA requirements, advanced Primavera P6 capability and regular engagement with clients, contractors, consultants and authorities.
Key Responsibilities
- Ensure project schedules comply with RTA specifications and planning guidelines.
- Apply approved work breakdown structures for roads, bridges and infrastructure projects.
- Coordinate schedules with RTA approval procedures and contractual milestones.
- Incorporate traffic staging and sectional handover requirements into project programmes.
- Track no-objection certificates, permits and traffic-diversion approvals.
- Integrate utility coordination and authority approvals into the overall schedule.
- Review contractor programmes against contractual milestones and performance indicators.
- Develop and maintain baseline, revised and recovery schedules.
- Prepare master schedules and detailed look-ahead programmes.
- Produce weekly and monthly progress reports.
- Monitor progress against approved baselines and identify schedule deviations.
- Analyze delays, risks and critical-path impacts.
- Perform schedule risk analysis, delay analysis and time-impact analysis.
- Coordinate schedule requirements with construction, design, procurement and commercial teams.
- Review contractor planning submissions, method statements and manpower histograms.
- Provide planning advice to the Project Manager and Resident Engineer.
- Prepare and evaluate Extension of Time claims.
- Develop supporting delay narratives and evidence for contractual submissions.
- Track procurement activities, long-lead items and project approvals.
- Develop recovery and mitigation plans for delayed activities.
- Lead planning meetings with clients, contractors and project stakeholders.
- Record schedule actions and maintain accurate meeting minutes.
- Integrate cost, cash flow and resource-loaded schedules when required.
- Maintain project-control records in accordance with quality procedures.
- Mentor junior planning engineers and site planners.
- Liaise with clients, consultants and authorities on schedule-related matters.
- Prepare as-built programmes and final planning reports during project closeout.
Ideal Profile
- Bachelor 's degree in Engineering, Construction Management, Quantity Surveying or a related discipline.
- Master 's degree in a relevant subject is preferred.
- Minimum 15 years of project planning or controls experience.
- Proven background across major infrastructure and building projects.
- Strong consultancy and local market experience.
- Advanced proficiency with Primavera P6.
- Detailed knowledge of cost control and resource-loaded scheduling.
- Experience applying earned value management techniques.
- Strong schedule-risk and delay-analysis capabilities.
- Knowledge of RTA specifications and authority approval processes.
- Experience preparing and evaluating Extension of Time claims.
- Ability to integrate schedules with cost and cash-flow information.
