Senior HSE Engineer - Construction Safety & Compliance

Job summary

Azizi Developments, a Dubai-based developer, is seeking an experienced HSE Engineer to implement and monitor health, safety and environmental procedures across all phases of construction.

You will ensure compliance with UAE regulations and project requirements, conduct site inspections and safety training, review risk assessments and method statements, manage PTW, and promote a proactive safety culture on Azizi’s high-rise and luxury developments in Dubai.

Qualifications

• Bachelor’s Degree or Diploma in Engineering, Occupational Health & Safety, Environmental Science, or related field.
• 5–8 years of HSE experience in construction.
• Experience in UAE/GCC construction projects essential.
• NEBOSH IGC, IOSH or equivalent certification.
• Knowledge of UAE HSE regulations and Dubai Municipality requirements.

Responsibilities

• Implement and monitor HSE procedures per project requirements.
• Ensure compliance with HSE plans, risk assessments, method statements, UAE regulations.
• Conduct site inspections, safety observations, audits to identify hazards.
• Review Risk Assessments, JSA, Method Statements, and safety docs.
• Monitor PTW systems for high-risk activities.
• Identify non-conformities and ensure corrective actions.
• Coordinate toolbox talks, inductions, training, and safety campaigns.
• Investigate accidents and incidents and prepare reports.
• Liaise with teams, consultants, authorities on HSE matters.
• Provide technical guidance and promote proactive safety culture.
