As an HSE Engineer, you will be responsible for implementing and monitoring Health, Safety and Environmental procedures throughout all phases of construction. You will ensure that construction activities are carried out in accordance with approved HSE plans, risk assessments, method statements, project requirements, UAE regulations, and applicable safety standards. The ideal candidate must have strong construction HSE experience, with hands‑on knowledge of site safety practices and the ability to identify and control workplace hazards.
Responsibilities
- Implement and monitor Health, Safety and Environmental (HSE) procedures in accordance with project requirements.
- Ensure all construction activities comply with approved HSE plans, risk assessments, method statements, and applicable UAE regulations and safety standards.
- Conduct regular site inspections, safety observations, and audits to identify unsafe conditions and potential hazards.
- Review Risk Assessments, Job Safety Analyses (JSA), Method Statements, and other HSE documentation submitted by contractors and subcontractors.
- Monitor compliance with Permit to Work (PTW) systems for high-risk construction activities.
- Identify non-conformities, unsafe acts, and unsafe conditions and ensure timely implementation of corrective and preventive actions.
- Monitor safety requirements for high-risk activities including working at height, lifting operations, scaffolding, excavation, confined spaces, hot works, and temporary works.
- Conduct and coordinate toolbox talks, safety inductions, HSE training, and safety awareness programs.
- Investigate accidents, incidents, near misses, and dangerous occurrences and assist in preparing incident reports and corrective action plans.
- Monitor contractors and subcontractors to ensure compliance with project HSE requirements and applicable safety regulations.
- Maintain and review HSE inspection reports, observation reports, incident records, and other safety documentation.
- Monitor implementation of emergency preparedness and response procedures, including fire and evacuation arrangements.
- Ensure appropriate environmental controls are implemented, including waste management, pollution prevention, and housekeeping requirements.
- Participate in HSE meetings, site inspections, safety campaigns, audits, and progress meetings.
- Liaise with project teams, consultants, contractors, and relevant authorities on HSE-related matters.
- Provide technical guidance to site teams and promote a proactive safety culture across the project.
Requirements
- Bachelor’s Degree or Diploma in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
- Minimum 5–8 years of HSE experience in the construction industry.
- Previous experience in UAE/GCC construction projects is essential.
- High‑rise construction experience is preferred for high‑rise project positions.
- Relevant HSE certification such as NEBOSH IGC, IOSH, or equivalent is essential.
- Strong knowledge of UAE HSE regulations, Dubai Municipality requirements, and international construction safety standards.
- Good knowledge of Risk Assessments, Method Statements, JSA, PTW systems, Incident Investigation, and HSE inspections.
- Experience monitoring high-risk construction activities and implementing appropriate control measures.
- Ability to conduct toolbox talks, safety inductions, inspections, and HSE awareness programs.
- Strong communication, coordination, reporting, and problem-solving skills.
- Proven ability to work effectively with consultants, contractors, subcontractors, and site teams.
- Ability to identify potential hazards and proactively implement corrective and preventive measures.
